4� <br />REGULAR MEETING MARCH 15, 1976 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, March 16 1976 by President Rollin Farrand <br />with Tyr. Farrand..and Mr. Brunner present. Deputy City Attorney <br />William Stanley was also present <br />PARKING RATE CHANGES APPROVED - RESOLUTION NO.. 9 ADOPTED <br />The Board received a letter from Mayor Peter J. Nemeth as follows: <br />"Board Members: <br />In accord with previous discussions, I am recommending <br />changes in rates for our flat lots and parking garages.. <br />I am asking approval of the rates indicated below: <br />1. At the Colfax Street Garage = no change <br />2. On all city operated flat lots - monthly <br />rate be raised from $10 to $14 per month. <br />3. Jefferson Street Garage <br />a. the monthly rage be raised from $20 <br />per month to $25 per month <br />b. the first two hours remain the same, <br />.35 for the first hour, .50 for the <br />second hour <br />C. the second to third hour .75, third <br />to fourth hour .95, fourth to fifth <br />hour 1.10, fifth to sixth hour 1.25, <br />sixth to seventh hour 1.40, seventh to <br />eighth hour 1.50, and every hour thereafter <br />1.50 per hour. <br />Your approval of the above recommendation is requested. <br />s/ Peter J. Nemeth if <br />Walter Lantz, Deputy City Controller, was present and said there <br />was a question as to whether the $1.50 rate applied to eight hours <br />only or was a maximum charge. Mr. Lantz said it was his opinion <br />that the maximum daily rate would be $1.50. Per. Farrand said it <br />was the Board's feeling that that was the intent of the letter. <br />Mr. Robert Blakney of the Downtown Council was present and said he <br />understood the reasons for the rate increase but said he questioned <br />the timing. He said there is concern among the downtown merchants <br />and one major retailer who had indicated he was willing to stay in <br />the downtown is upset about the raise in parking rates at this time. <br />Mr. Blakney suggested that the City might want to look into an <br />expanded validation system. Mr. Farrand said it has always been the <br />policy of the Board to work with the merchants in terms of special <br />day free parking and validation. Gene Evans, Civic Planning Association, <br />questioned whether this action is in accordance with the intent of <br />the Common Council's action in appropriating money for a parking <br />experiment. Mr. Brunner said, in light of the fact that this is a <br />two step procedure and will go to the Council for approval, he would <br />make a motion that the Board adopt resolution to be forwarded to the <br />Common Council, at which time questions can be answered, as follows: <br />Resolved by the Board of Public Works that the increases in parking <br />rates contained in Mayor Nemeth's letter, reflecting that them-aximum <br />rate to be charged at the Jefferson Street Garage for over eight hours <br />shall be $1.50, be approved and submitted to the Common Council as <br />approved by the Board of Public Works. The motion was seconded by <br />Mr. Farrand and was carried and the resolution was adopted. <br />
