REGULAR MEETING <br />FEBRUARY.23, 1976 <br />REPORT ON REQUEST FOR ASSISTA14CE FROM S.T.A.R.T. <br />The following report was received in regard to the request from <br />S.T.A.R'.T. for assistance from the City. <br />"I have again reviewed the matter of providing site assistance. <br />vehicle assistance, and labor for the S.T.A.R.T. Program <br />The results of my current review are essentially those contained <br />in the letter sent by Mayor Miller to Mr. Lehner under date - <br />of October 3, 1975 regarding a similar request. <br />The City is currently in need of garage space for Bureau of <br />Street equipment, garage and other storage space for Bureau <br />of Traffic and Lighting vehicles and equipment, and a <br />vandalproof structure to replace the present structure at <br />the Bureau of Cemeteries. <br />City staffs have been undergoing; a reduction because of <br />budget restrictions. The only other source of staff funding <br />would be through CETA, which agency is currently unable -to <br />meet the requests -for staff assistance now being received <br />in that office. <br />I have discussed possible assistance from the County, but have <br />been advised at the present time they see no possibility of <br />assisting in this matter'. <br />While this is a worthwhile program and should be continued, <br />I do not at this time see any manner in which the City can <br />assist in this program. <br />s/ Rollin E. Farrand, P.E <br />Mr. Brunner and Mr. Mullen concurred that the City has no alternative, <br />at this time, but to deny the request. Upon motion made by Mr. <br />Farrand, seconded by Mr. Brunner and carried, the report from Mr. <br />Farrand was ordered filed. <br />RECOMMENDATION ON PETITION TO VACATE THE EAST -WEST ALLEY PUNNING <br />WEST FROM 500 N. LAFAYETTE. <br />The Area Plan Commission reported to the Board that a public hearing <br />was held on February 17, 1976 on the petition of the Houser Medical <br />Corporation to vacate the east -west alley lying between Lots 363 <br />and 364 as shown on the original plat of the town, now City of South <br />Bend. The Area Plan Commission recommended the petition <br />favorably to the Board of Public Works. Upon motion made by Mr. <br />Farrand, seconded by Mr. Brunner and carried, the recommendation was <br />ordered filed and the petition was referred to the Division of <br />Engineering for preparation of the Vacation Resolution. <br />FILING OF PETITION TO VACATE PROPERTY - CITY OF SOUTH BEND <br />The City of South Bend files its petition to vacate a portion of <br />Carlisle Street, the north -south alley between Carlisle and Sadie <br />Street and the north -south alley between Olive and Carlisle Street. <br />Mr. Farrand explained that these alleys and the street are on the <br />site of the t.ew Fire Station No. 4. Upon motion made by Mr. Farrand, <br />seconded by Mr. Brunner and carried, the petition was filed and was <br />referred to the Bureau of Design and Administration for review <br />and recommendation. <br />PURCHASE AND EASEMENT AGREEMENT - SOUTHOLD HERITAGE FOUNDATION <br />PROPERTY AT COLFAX AND THE INNEPTE—LT <br />A purchase agreement and easement agreement with Southold Heritage <br />Foundation was submitted to the Board. Mr. Farrand explained that <br />the agreements had been prepared by Deputy City Attorney Kathleen <br />Cekanski for the purchase of property at the northeast corner of <br />Colfax Avenue and the Innerbelt for a total purchase price of $900. <br />Southold Heritage Foundation has executed an easement agreement <br />to give the City easement rights to the property for fence maintenance. <br />1 <br />
