REGULAR MEETING DECEMBER 22, 1975 <br />The Board had referred a request by the Charismatic Renewal Conference for the <br />use of River Bend Plaza on May 29, 1976`to the Legal Department and to the Bureau <br />of Traffic and Lighting for review. The conference plans to have events from <br />9:00 a.m. to 5:00 p.m. on the Plaza-, including the sale of box lunches and a <br />concert. Kathleen Cekanski, Deputy City Attorney, advised the Board that she <br />had no objections to the approval of the request but she said a written recommenda- <br />tion would be sent down from the Legal Department. Ralph Wadzinski was present <br />and said he had conferred with Captain Sweitzer of the Police Depatment Traffic <br />Detail and they concur that arrangements can be coordinated for the event. <br />Mr. Wadzinski said they will determine how to handle the traffic and street <br />closings, if necessary, when they receive a detailed schedule of events. Mr. <br />Wadzinski noted that if construction is in progress which would eliminate the <br />use of the Wyman's block, he would recommend that the event be held in the <br />three blocks of the Plaza north of Western Avenue, so there will be no,problem <br />with pedestrian traffic. He also noted that some type of mass transportation should <br />be worked out so that participants do not come to the downtown area in private <br />cars. Mr. Zakas of the Charismatic Renewal Conference was present and said plans <br />are to bring the participants to the downtown from Notre Dame by bus. Upon motion <br />made, seconded and carried, the Board approved the request subject to all <br />requirements of the Bureau of Traffic and Lighting and the Police Department and <br />to any recommendations made by the Department of Law. <br />APPROVAL OF REQUEST OF ACTION, INC TO PAINT BRICKS AT LEASED FIRE STATION <br />Carl Wilson, Director of Action, Inc., was present and told the Board that his <br />organization would like to beautify the Fire Station they lease from the City <br />at 1820 S. Michigan Street. They would like to paint the interior bricks at <br />the station and have some CETA personnel who could do the work. The Board <br />indicated that the painting would have to be done with paint made for that purpose <br />so that it would not chip. Forrest West, Building Commissioner, was present and <br />said if the proper paint was used he could see no objection to allowing the <br />interior bricks to be painted. Mr. Wilson stated that they were obtaining the <br />paint from the Fuller -O'Brien Company and it is for use on brick. Upon motion <br />made, seconded and carried, the Board approved the request of Action, Inc. <br />to paint the interior bricks at old Fire Station #10, 1820 S. Michigan Street, <br />with the stipulation that the proper paint is used and with the understanding <br />that those painting will be CETA personnel who will be covered under Workmen's <br />Compensation. <br />CHANGE ORDER APPROVED - WIDENER LANE SEWER PROJECT <br />A Change Order in the Widener Lane Sewer Project was submitted to the Board. <br />The Change Order was to adjust the contract to as -built quantities and was an <br />increase of $80.00. Upon motion made, seconded and carried, the Change Order <br />was approved. <br />PROJECT COMPLETION AFFIDAVIT APPROVED - WIDENER LANE SEWER PROJECT <br />The Project Completion Affidavit for the Widener Lane Sewer Project was <br />submitted to the Board. The total project cost was $122,842.46 Upon motion <br />made, seconded and carried, the Completion Affidavit was approved and the <br />Maintenance Bond was filed with the Board. <br />RECOMMENDATION FROM AREA PLAN COMMISSION RE: PETITION OF PARK DEPARTMENT FOR VACATION <br />The Board received a report from the Area Plan Commission advising them that a <br />public hearing was held on the petition of the Park Department to vacate all <br />streets and alleys bounded by the first alley south of Keasey Street, the first <br />alley west of Carroll Street, the first alley north of Pennsylvania Street and <br />the first alley east of Michigan Street, City of South Bend. The Area Plan <br />Commission recommended the petition favorably to the Board, subject to the legal <br />description being changed. Mr. Seitz then explained to the Board that there is <br />one house in the area where the property owner uses one of the alleys involved <br />to gain access to his garage. Mr. Seitz said the petition would be amended to <br />exclude that alley. He then made a motion that the petition for the vacation <br />be amended as follows: "excepting the north -south alley east of Michigan Street <br />from Elder Street north to the first east -west alley. The motion was seconded <br />and carried. Upon motion made, seconded and carried, the petition was referred <br />to the Bureau of Engineering for preparation of the Vacation Resolution. <br />
