BID ADVERTISING APPROVED - BUREAU OF FIRE UNIFORMS <br />The Board received a request from Assistant Chief Joseph V. Nagy <br />that bids be advertised for uniforms for the''Fir.e Department for 1976. <br />with sealed bids to be received on December 8, 1975. Detailed <br />specifications were attached. -Upon motion made, seconded and carried, <br />the Board approved the request and directed the Clerk to advertise <br />on November 28 and December 5, with sealed bids to be received on <br />Monday, December 8, 1975. <br />APPROVAL OF AMENDMENT TO TEAMSTERS AGREEMENT - BUREAU OF WATER, <br />METER AND DISTRIBUTION DEPARTMENT <br />An amendment to the Memorandum of Understanding between the Teamsters <br />Union and the Bureau of Water -Meter and Distribution Department was <br />submitted to the Board. The amendment brings the Memorandum of <br />Understanding in compliance with the 1976 salary ordinance. City <br />Attorney James A. Roemer recommended to the Board that the amendment <br />be approved. Upon motion made, seconded and carried, the amendment <br />to the Memorandum of Understanding was approved. <br />REQUEST FOR SALE OF ROSE BOWL PROGRAMS APPROVED <br />The Board received a request from Big Brothers/Big Sisters to sell <br />Rose Bowl programs on December 13, 1975 on the pedestrian area of <br />River Bend Plaza. They have received a permit,from the Charitable <br />Solicitations Commission. Upon motion made, seconded and carried, the <br />Board approved the request and directed that the Bureau of Traffic <br />and Lighting, the Police Department and River,Bend Plaza be notified <br />of Board approval. <br />REPORT - BENTLEY LANE TRAFFIC PROBLEM <br />Councilman Roger Parent had requested that the Board investigate <br />problems caused by speeding motorists on Bentley Lane. The following <br />report was received from Ralph Wadzinski, Manager of the Bureau of <br />Traffic and Lighting: <br />"This Bureau, on a previous date, investigated a request, <br />from a resident on Bentley Lane referenced the attached <br />letter. Both reverse curve signs and Watch Children signs <br />have been installed on both Bentley Lane and Hope. As always, <br />this signage can only serve to warn or advise the motorist, <br />but in no way can control his action behind the wheel. <br />The letter further requested the installation of stop signs, <br />bumps in the streets, caution lights, etc. First of all, <br />a stop sign has no effect on speed other than at the inter- <br />section if, in fact, the driver does decide to stop.. Since <br />the existing curve must have met the subdivision ordinance, <br />it is implied that it can be traveled at the State speed <br />limit for residential areas of 30 mph. This would.seemingly <br />gait the promiscuous installation of caution flashing lights <br />for a curve which can be traveled at the designed speed. <br />The installation of "speed bumps" are not allowed within the <br />City on public right-of-ways, nor are they recommended. <br />Again, '.'speed bumps" would only serve to slow a vehicle at <br />their location and would have no effect, and would probably <br />increase the speed between locations. <br />It appears that the engineering aspect of this particular <br />problem has been covered. It is recommended that this.request <br />be forwarded to the Board of Public Safety as a request for <br />enforcement by the South Bend Police Department. <br />s/ Ralph Wadzinski <br />Upon motion made, seconded and carried, the report was ordered filed <br />and referred to the Board of Public Safety for appropriate action <br />by the Police Department. A copy of the report is to be sent to <br />Councilman Parent. <br />
