J. Rainer, non -
of ATO collusion affidavit was in order and
a 10% bid bond accompanied the bid.
Bid — Three Units @ $64,810.00, Total Bid - $194,430.00
Upon motion made, seconded and carried, the bids were referred to the
Bureau of Fire for review and recommendation. Mr. Farrand advised
Mr. Kopczynski that the Board was in no way taking any action on the
bids at this time except to refer them to the Fire Department for
review. There was a lengthy discussion regarding the equipment
specifications and the engine size. Mr. Fredericks of American
LaFrance said their bid was for the 1250 GPM pumper on the V6 engine.
Mr.Fredericks said the A.I.A. is the group which rates the pumpers.
The test the equipment at the factory, under conditions which they
stipulate. They will not certify equipment which does not do what it
is specified to do. The representative of Shamrock: Ford noted that
his firm had quoted some exceptions to the -specifications in their
bid. Mr. Ronald Delcamp of Michiana Mack said the small engine in
the specifications had.marginal capacity with this pump. Mrs. Jane
Swan asked how long this V6 engine would perform as opposed to a
larger engine. Tyr. Fredericks said the American LaFrance unit would
go fifteen years. Mrs. Swan said she hoped the Board would not rush
into buying this equipment. She said,•since it takes two years to
order fire equipment usually, the Board should order adequate equip-
ment now so it would not have to be replaced sooner than necessary.
Mr. Barcome then noted that in 1972 the purchase of six pieces of
fire equipment was proposed to the Common Council. The Council cut
the request down and would only approve three pieces of equipment.
This is one of the reasons the Fire Department finds itself now in
dire need of equipment. They have used this means of insuring
delivery on equipment as soon as possible. Mr. Barcome suggested
that the bidder's representatives present attend the Common Council
meeting tonight to give any pertinent information during the public
hearing.
PUBLIC HEAPING - VACATION RESOLUTION NO. 3423, 1975
This being the date set, hearing was held on Vacation Resolution No.
3423 for the vacation of the north -south alley from Mishawaka
Avenue to Vine Street, running parallel to and located west of 20th
Street, City of South Bend; the east -west alley running west from
20th Street to and intersecting the alley described above, said
alley being north of Lot 9 of Shank's 2nd Addition, City of South
Bend and the east -west alley running west from 20th Street to and
intersecting thealley described first above, said alley being south
of Lot 7 of Shank's 2nd Addition, City of South Bend. The Clerk
tendered proofs of publication of notice in the South Bend Tribune
and the Tri-County News, which were found to be sufficient. The
petitioner is Indiana University of South Bend. No remonstrators
were present and no written remonstrances were filed with the Board.
Mr. Farrand nated that the Area Plan Commission had made.a favorable
recommendation on the vacation. Upon motion made, seconded and
carried, Vacation Resolution No. 3423, 1975 was confirmed and said
alleys are vacated. The City Engineer is directed to prepare an
Assessment Roll showing the award of damages and the assessment of
benefits to the surrounding properties.
1
