REGULAR 14EETING NOVEMBER 10, 1975 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Monday, November 10, 1975 by Chairman Rollin E. Farrand <br />with all members present. Mayor Jerry J. Miller was in attendance. <br />Deputy City Attorney Kathleen Cekanski was also present. Minutes <br />of the previous meeting.were reviewed and approved. <br />PRESENTATION OF PLAQUE - INDIANA ASSOCIATION OF TRAFFIC ENGINEERS <br />Gil Satterlee, President of the Indiana Association of Traffic <br />Engineers, presented a plaque in recognition of the outstanding <br />achievements of Clem Hazinski, Traffic Engineer for the City of South <br />Bend for many years. Mr. Hazinski retired on August 1, 1975 and <br />died August 23, 1975. Mayor Jerry J. Miller accepted the plaque on <br />behalf of Mr. Hazinski and commended his dedication to the job and to <br />the City of South Bend. Mayor Miller said Clem was always willing to <br />walk the extra mile in the performance of his duties for the City and <br />he said South Bend was very fortunate to have had Clem as an employee. <br />Mayor Miller then presented the plaque to Mrs. Isabelle Hazinski, <br />widow of Mr. Hazinski, and to his daughter Mrs. Kathy Hintz. <br />OPENING OF BIDS - FIRE DEPARTIENT PUMPERS <br />Councilman Walter Kopczynski was present and submitted the following <br />letter to the Board: <br />"Gentlemen: <br />On the basis of the recommendations I received from fire <br />truck manufacturers, I recommend that the Board does not <br />purchase the fire trucks using a Detroit V6-53N engine to <br />drive a 1250 GPM pump. <br />The horsepower of the engine is inadequate for continuous <br />use and will only result in short engine life and premature <br />failure. The city cannot afford to buy marginal fire trucks <br />that were intended for light -duty township use, and not <br />for larger municipalities. <br />After reviewing the Board's bid specifications, one can only <br />conclude that these specifications would limit the bidder to <br />a very select group; thereby not having free and open competitive <br />bids. This is very evident by the delivery date specified which <br />is totally unreasonable due to the fact that delivery for fire <br />trucks is usually a two-year period. Therefore, the Board <br />should have considered purchase of trucks when the Council <br />recommended it some two years ago. <br />Thank you for your consideration of this recommendation: <br />Sincerely yours, <br />s/ Walter T. Kopczynski <br />Attached to Mr. Kopczynski's letter were copies of Mailgrams from <br />American Fire Pump Company and Boardman Company stating that these <br />companies would not recommend a 1250 GPM pump on a Detroit 6V53N <br />engine. <br />This being the date set for <br />Fire Department, bids were <br />of publication of notice in <br />News which were found to be <br />read: <br />Car -Mar, Inc. <br />Berwick, Pennsylvania <br />receiving bids for three pumpers for the <br />opened and read. The Clerk tendered proofs <br />the South Bend Tribune and the Tri-County <br />sufficient. The following bids were <br />Bid - one unit @ $69,100.00 <br />one unit @ $67,500.00 <br />Bid was signed by David H. Bower, non - <br />collusion affidavit was in order and <br />a 10% bid bond accompanied the bid. <br />
