REGULAR MEETING <br />NOVEMBER 3, 1975 <br />A regular meeting of the Board of Public Works was convened at, <br />9;30 a.m, on Monday, November 3, 1975 by Chairman Rollin Farrand <br />with all members present. Deputy City Attorney Kathleen Cekanski <br />was also present. Minutes of the previous meeting were reviewed <br />and approved. <br />HEARING ON VACATION RESOLUTION NO. 3419 CONTINUED <br />The hearing on Vacation Resolution No. 3419 for the vacation of <br />all streets, alleys and lots not previously vacated in the proposed <br />plat of River Bend Addition was continued until this date. Wayne <br />Brownell, Director of the Department of Redevelopment, was present <br />and advised the Board that Attorney Kevin Butler has not yet obtained <br />all the signatures of property owners involved and would like the <br />matter continued for three weeks. Mr. Farrand noted that the state <br />is ready to proceed on this matter and asked Mr. Brownell if the <br />petitioners would be ready to proceed in three weeks. Mr. Brownell <br />said Mr. Butler had indicated they would be. Upon motion made, <br />seconded and carried, the Board continued the public hearing on <br />Vacation Resolution No. 3419 until November 24, 1975. <br />CIVIC CENTER AGREEMENTS FILED <br />4t- Attorney Rick Morgan was present and submitted to the Board two <br />C agreements which he asked the 'Board to file and refer to the <br />City Attorney's Office, for review and for action by the Board next <br />week. The agreements are for assignment by the City to the Civic <br />Center Building Authority of a portion of the Construction Manager's <br />contract and the contract with Johnson-Burgee Architects. Upon <br />motion made, seconded and carried, the agreements were filed and <br />referred to the City Attorney's Office for review. <br />OPENING OF BIDS - RANDOLPH STREET RETENTION BASIN <br />This was the date set for receiving bids for the construction of <br />the Randolph Street Retention Basin. The Clerk tendered proofs of <br />publication of notice in the 'South Bend Tribune and the Tri-County <br />News which were found to be sufficient. The following bids were <br />opened and publicly read: <br />Ritschard Brothers Inc. Bid was signed by Carmelo Pitschard, <br />1204 W. Sample Street non -collusion affidavit was in order <br />South Bend, Indiana and a 5% bid bond accompanied the bid. <br />Bid - $89,664.00 <br />Arco Engineering Construction Co. Bid was signed by William Zirkle <br />901 N. Nappanee St, non -collusion affidavit was in order, <br />Elkhart, Indiana and a 5% bid bond accompanied the bid. <br />Bid - $108,295.00 <br />O'Neal Trucking Company <br />1104 W. Donald Street <br />South Bend, Indiana <br />Bid - $112,196.00 <br />Rieth-Riley Construction Co. <br />P. 0. Box 1775 <br />South Bend, Indiana <br />Bid - $105,221.00 <br />Bid was signed by Julius O'Neal, Jr., <br />non -collusion affidavit was in order, <br />and a 5% bid bond accompanied the bid. <br />Bid was signed by Richard D. Ruhlman, <br />non -collusion affidavit was in order, <br />and a 5% bid bond accompanied the bid. <br />
