�61 <br />REGULAR MEETING <br />OCTOBER 27, 1975 <br />REPORT - HALLOWEEN PARADE AND BONFIRE CHRISTMAS PARADE <br />Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />reported to the Board that he had reviewed the Halloween Parade <br />and Bonfire Request from.River Bend Plaza for October 31 and <br />the Christmas Parade for November 15,'as had Captain Sweitzer of <br />the ,Police Department Traffic Detail. They concur with the routes <br />submitted for both events. Upon motion made, seconded and <br />carried, the reports were ordered filed. <br />RIVER BEND PLAZA APPLICATIONS APPROVED <br />Douglas Simpson, Director of River Bend Plaza, submitted the <br />following applications to the Board with his favorable recommendation: <br />1. Head Start Program — October 30 from 1 to 2:30 p.m. Upon <br />motion made, seconded and carried, the application was approved. <br />2. Application of John Spagnolo for Grand Opening of Produce <br />Market with Potowatomi Petting Zoo Show on November 3, 7 and 8 <br />from 11:00 a.m, to 5:00 p.m. Mr. Seitz noted that he had <br />not seen the application. Upon motion made, seconded and <br />carried, the Board approved the application subject to review <br />and approval of Mr. Seitz. <br />BONDS APPROVED <br />e-a <br />Ray S. Andrysiak, Bureau of Engineering, reported to the Board that <br />the following bonds were properly executed and could be approved: <br />Fred Spromberg & Son Excavation Bond to 11/30/76 <br />Louis Krueper Excavation Bond to 9/29/76. <br />Upon motion made, seconded and carried, the bonds were approved to <br />the dates listed. <br />STREET LIGHT OUTAGE REPORT FILED <br />The Street Light Outage report for the period of October 16 through <br />24 was received. Upon motion made, seconded and carried, the report <br />was ordered filed. <br />SIGNING OF TITLE SHEET - CALLANDER STREET SANITARY SEWER <br />The Title Sheet approving the plans for the Callender Street <br />Sanitary Sewers was submitted to the Board. Mr. Farrand noted <br />that the Department of Public Works has reviewed and approved the <br />plans and the cost will be paid by the property owner. Upon <br />motion made, seconded and casried, the title sheet approving the <br />plans was approved. r. <br />AWARDING OF BIDS - CENTURY CENTER <br />Patrick M. McMahon, Manager of the Bureau of Public Construction, <br />submitted to the Board his recommendation to award bids for the <br />construction of Century Center. Mr. McMahon said the bids were to <br />be divided with a percentage of the costs to be paid by the City <br />and by the Civic Center Building Authority. The Building.Authority <br />has already approved their share of the contract cost and will be <br />signing the bid forms and contracts along with the.Board this morning. <br />Mr. McMahon said the award recommendations were all to the low bidders. <br />There were some voluntary deductions taken but they were all from the <br />low base bid. Mr. Kovas of the South Bend Tribune asked what <br />percentage of the successful bidders were local.contractors. Mr. <br />Farrand said about 75% of the successful bidders were local. Upon <br />motion made, seconded and carried, the Board approved the low bids <br />and construction contracts for Century Century, based on the <br />itemized summary.as follows: <br />H. G. Christman Construction Company -Combination of CC302, CC402 and <br />CC602, Less Deductive Alternates of $61,000. Total Net <br />Bid - $2,853,255.00. <br />
