REGULAR MEETING OCTOBER 27, 1975 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, October 27, 1975 by Chairman Rollin Farrand <br />with all members present. Minutes of the previous meeting were <br />reviewed and approved. <br />OPENING OF BIDS - RENTAL OF UNIFORMS <br />This was the date set for receiving sealed bids for the rental of <br />uniforms for various Bureaus and Departments of the City. The Clerk <br />tendered proofs of publication of notice in the South Bend Tribune <br />and the Tri-County News which were found to be sufficient. The <br />following bids were opened and publicly read: <br />Swank Dry Cleaners, Inc Bid was signed by William Basti, <br />non -collusion affidavit was in <br />order and a 10 per cent bid bond <br />accompanied the bid. <br />Bid- Group I 348 Employees - $1.95 per week $10,790.00 <br />Group II 8 Employees - $4.90 per week 5,880.00 <br />Group III 21 Employees - $1.35 per week 4,252.50 <br />Group IV 6 Employees - $0.90 per week 810.00 <br />Total Bid - $112,732.50 <br />Monarch Industrial Laundry Bid was signed by Juhne Schultz, <br />non -collusion affidavit was in <br />G <br />order and a certified check in <br />the amount of $10,723.69 was submitted. <br />Bid - Group I 348 Employees - $1.79 per week <br />Group II 8 Employees - $4.50 per week <br />Group III 21 Employees - $1.10 per week <br />Group IV 6 Employees - $5.40 per week <br />$687.42 total per week <br />Upon motion made, seconded and 'carried, the bids were referred to the <br />City Controller's Office for review and recommendation. <br />TAXI LICENSE APPLICATION FOR DONALD RILEY DENIED <br />A hearing on the denial of the taxi license application of Donald <br />Riley, represented by Marcia Sowles, Legal Aid Society, had been <br />tabled at Mr. Riley's request until this date. The Board received <br />a written review of Ms. Sowle's presentation on behalf of Mr. Riley <br />from Deputy City Attorney Kathleen Cekanski, with the following <br />conclusion: "After a careful consideration of the facts regarding <br />Donald Riley's application, further documentation by the Legal Aid <br />Society, and research of the law and policy issues involved, the <br />Department of Law concurs with Chief Walsh's recommendation that the <br />application be denied" Ms. Sowles was present as was Mr. Riley. <br />Ms. Sowles said Mr. Riley does have a valid Indiana driver's license <br />at this time and the offense that he was driving with a suspended <br />license should no longer be considered. Ms. Sowles said the <br />conviction for careless driving occurred in 1973 and she asked how <br />long this charge would be held against Mr. Riley. Miss Cekanski said <br />the Board had authorized the Legal Department to investigate this <br />matter. She reviewed Chief Walsh's recommendation to deny the license <br />and also considered the fact that Mr. Riley did have a conviction <br />for careless driving and for possession of a controlled substance. <br />She said these factors required serious consideration. Miss Cekanski <br />said her recommendation to the Board was to deny the license at this <br />time. She said Mr. Riley could request that the Board reopen this <br />matter at a later time. Mr. Riley then spoke to the Board and said <br />these violations occurred in 1968 and 1971 and he served his sentence <br />and his parole. He said he wanted a chance to work but asked that <br />
