100 <br />REGULAR MEE`1'ING <br />OCTOBER 6, 1975 <br />The following property may be injuriously or beneficially affected <br />by such vacation. <br />Lots 15, 16 and 17 of Honer's of Part of Bank Out Lot 101 Subdivision <br />and Lot 25 of Peck's 2nd Subdivision of Part of Bank Out Lot 101 <br />and 102. <br />The Board finds that each of said lots have been benefited in the <br />amount of $0.00 and damaged in the amount of $0.00. <br />Upon motion made, seconded and carried, the Board filed the <br />Assessment Roll and set Monday, November 10, 1975 at 9:30 a.m. as the <br />time and the Board of Works Hearing Room as the place where all <br />persons interested in or affected by such vacation may be heard. <br />APPROVAL OF LEASE FOR FIRE STATION NO. 11 <br />A lease between the City of South Bend and the Board of County <br />Commissioners on.behalf of St. Joseph County Civil Defense for <br />the use of Fire Station No. 11, 2222 Lincolnway West was submitted <br />to the Board. The lease is for a period of one year, through August <br />31, 1976 for $1.00 per year, with the lease to continue thereafter <br />subject to payment of $1.00 per year. The lease can be terminated <br />upon 90 day notice by either party. The lease has been reviewed <br />by City Attorney James A. Roemer and County Attorney Kevin Butler. <br />Upon motion made, seconded and carried, the Board approved the lease. <br />REPORT OF STUDY OF PETITION FOR FOUR-WAY STOP AT ALLEN AND VAN BUREN <br />The following report was received from the Bureau of Traffic and <br />Lighting: <br />"Board of Public Works RE: Petition for 4-Way Stop <br />at Allen & Van Buren Streets <br />A study has been made of the traffic conditions at Allen <br />and Van Buren to determine if there is a need for a 4-way <br />stop at this intersection. <br />At present, this intersection is controlled by stop signs <br />on Allen at the approach to Van Buren. This intersection is <br />not on the school routes for Muessel School nor Holy Cross <br />School.. <br />In the past 5 years, there has been only one (1) motor <br />vehicle accident reported at this location which was due to <br />icy road conditions. Obviously no accidents have occurred <br />involving pedestrians. Sufficient gaps in traffic were <br />found in this intersection averaging 70 seconds in duration. <br />These gaps are more than sufficient to allow pedestrian <br />crossing in safety. <br />The inability of this intersection to meet neither the volume <br />nor accident warrants, combined with the field observations <br />made, indicate that a 4-way stop is not warranted at this <br />time and therefore not recommended. The neighborhood will <br />be checked and Watch Children Signs will be installed as needed. <br />s/ Ralph Wadzinski, Manager <br />Bureau of Traffic & Lighting <br />Upon motion made, seconded and carried, the report was ordered <br />filed. <br />1 <br />
