REGULAR MEETING <br />SEPTEMBER 8, 1975 <br />A regular meeting of the Board of Public Works was convened at 9:30 <br />a.m. on Monday, September 8, 1975 by Chairman Rollin Farrand with <br />Mr. Farrand and Mr. Seitz present. Deputy City Attorney Kathleen <br />Cekanski was also present. Minutes of the previous meeting were <br />reviewed and approved. <br />OPENING OF BIDS - SALE OF ABANDONED VEHICLES <br />This was the date set for receiving bids for the Sale of Abandoned <br />Vehicles. The Clerk tendered proofs of publication of notice in <br />the South Bend Tribune and in the Tri-County News which were found <br />to be sufficient. The following bids were opened and publicly read: <br />Steve and Gene's $36.50 per unit <br />3109 S. Gertrude St. <br />South Bend, Indiana <br />Steve and Gene's $26.50 per unit and a guarantee to remove <br />3109 S. Gertrude St. all junk parts and level and clE:ar the lot. <br />South Bend, Indiana <br />It was determined that this bid should not be considered by the Board <br />since it was not responsive to the bid advertisement. <br />Falo Auto Parts $30.50 per vehicle <br />Buchanan, Michigan <br />Hundt Auto Salvage $13.00 per unit for 75 vehicles of <br />Plymouth, Indiana $35.00 per unit for choice 20 cars or trucks. <br />Bush Auto Parts $35.25 per car <br />South Bend, Indiana <br />Upon motion made, seconded and carried, the bids were referred to <br />Michael Carrington, Director of Public Safety for review and <br />recommendation. <br />PUBLIC HEARING - VACATION RESOLUTION NO. 3417 <br />This being the date set, hearing was held on Vacation Resolution No. <br />3417 for the vacation of the first east -west alley south of Madison <br />Street, between Lots 171 and 172 in the original plat of South Bend, <br />running from Michigan Street west 165 feet to the east right-of-way <br />line of the North -South alley. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. Mr. Homer Ellinger, a Trustee <br />of the Eagles Lodge petitioners for the vacation, was present. Mr. <br />Ellinger explained that the Eagles own the property on both sides of <br />the alley in question. They would like to expand their parking lot <br />and construct an entrance from the parking lot into the side of their <br />building. Mr. Ellinger said the alley is mainly used as a short cut <br />from Michigan Street to Main Street. The alley intersection is a <br />dangerous one and there have been accidents. Mr. Ellinger said this <br />vacation proposal was discussed with Clem Hazinski, Manager of the <br />Bureau of Traffic and Lighting some months ago and Mr. Hazinski agreed <br />that the intersection was dangerous and said he would favor the <br />vacation. Mr. William Dean was present and said he is opposed to the <br />vacation because he uses this alley when he drives to the First <br />Methodist Church. He questioned whether it was a good idea to vacate <br />alleys and whether this caused a problem for fire fighting equipment. <br />Rev. E. R. Balsley, Pastor of the First Methodist Church, was present. <br />Mr. Balsley said the alley behind the church and other alleys in the <br />area are open and he questioned whether public alleys should be vacated. <br />He also said he had heard a rumor that Main Street was to be widened <br />in this vicinity and asked whether that would have any bearing on this <br />vacation. He said the Board should take a hard look at the situation <br />before making a decision. Mr. Farrand responded and said, to his <br />knowledge, there was no proposal to widen Main Street in this block. <br />He said that Rev. Balsley could petition the Board to vacate the alley <br />behind the church, but he said he would imagine the alley was a useful one. <br />
