REGULAR MEETING <br />DECEMBER 2. 1977 <br />A regular meeting of the Board of Public Works was convened at 9:30 a.m. <br />on Friday, December 2, 1977 by President Patrick M. McMahon with Mr. <br />McMahon, Mr. Brunner and Mr. Mullen present. James Masters, of the <br />Legal Department staff, was also present. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Mullen reported that he had reviewed the minutes of the regular <br />meeting of November 28, 1977 and he made a motion that they be accepted <br />as submitted. Mr. Brunner seconded the motion and it carried. <br />AGENDA ITEMS ADDED <br />The Board received a request from Councilman Walter Kopczynski <br />requesting that one side parking be put in effect on West Poland <br />Street, between Walnut and Webster after the regular meeting agenda <br />was prepared. Also received was a request for release of an Excavation <br />Bond for Wallace Mitchell and request for approval of an Excavation <br />Bond for Seago Remodeling Service. Upon motion made by Mr. McMahon, <br />seconded by Mr. Brunner and carried, the items were added to the agenda. <br />OPENING OF BIDS - RECONSTRUCTION OF RETAINING WALLS AND CANOE <br />PORTAGE, EAST BANK - ST. JOSEPH RIVER <br />This was the date set for receiving bids for the reconstruction of <br />retaining walls and construction of a canoe portage extending on the <br />east side of the St. Joseph River from the Dam to the Colfax Bridge. <br />The Clerk tendered proofs of publication of notice in the South Bend <br />Tribune and the Tri-County News which were found to be sufficient. <br />The following bids were opened and publicly read: <br />Rieth-Riley Construction Co. <br />Elkhart, Indiana <br />Base Bid - $341,318.60 <br />Arco Engineering <br />Mishawaka, Indiana <br />Base Bid - $478,192.25 <br />Hickey Construction Co. <br />South Bend, Indiana <br />Base Bid - $387,577.00 <br />Ziolkowski Construction Co. <br />South Bend, Indiana <br />Base Bid - $456,732.90 <br />Bid was signed by Carl F. <br />Ingwalson, non -collusion <br />affidavit was in order and a <br />5% bid bond was submitted. <br />Bid was signed by William Zirkle, <br />non -collusion affidavit was in <br />order and a 5" bid bond was <br />submitted. <br />Bid was signed by G. A. Hickey, <br />non -collusion affidavit was in <br />order and a 5% bid bond was <br />submitted. <br />Bid was signed by Ben Ziolkowski, <br />non -collusion affidavit was in <br />order and a 5% bid bond was <br />submitted. <br />Mr. McMahon noted that consistent with other EDA projects the bid <br />documents contain deductive alternates that will be considered. Mr. <br />McMahon made a motion that bids be referred to the Bureau of Public <br />Construction for review and recommendation. The motion was seconded <br />by Mr. Mullen and carried. <br />RECOMMENDATION TO ACCEPT BID - FIRE HOSE <br />The Board received the following recommendation from Chief Van 11Iiele <br />of the Fire Department: <br />
