o <br />REGULAR MEETING NOVEMBER 28, 1977 <br />Mr. Wadzinski recommended that the February study be resubmitted to <br />the State with the request that it be validated. Mr. Mullen asked if <br />additional information could be sent with the request and Mr. <br />Wadzinski said information from the Police Department Traffic Detail <br />on enforcement of the speed limit could be submitted. A letter sent <br />to Governor Otis Bowen from Chief Michael Borkowski, Police Chief, <br />requesting that the Highway Commission reevaluate their position <br />on this signalization, was read. Mr. Mullen made a motion that the <br />February study of the McKinley -Manchester Intersection be resubmitted <br />to the Indiana State Highway Commission with the favorable recommendation <br />of the Board for the signalization, and that any additional <br />information regarding enforcement, speed limits, etc. be sent with <br />the request. Mr. Brunner seconded the motion and it carried. <br />BID ACCEPTED - FIRE DEPARTMENT UNIFORMS <br />Fire Chief Oscar Van Wiele submitted to the Board a review of the <br />bids received for Uniforms and Uniform Accessories for 1978 and <br />his recommendation that the low bid of the Gerber Manufacturing Company <br />be accepted. Upon motion made by Mr. Mullen, seconded by Mr. Brunner <br />and carried, the Board approved the recommendation and accepted the <br />low bid of Gerber Manufacturing Company. <br />ACCEPTANCE OF 1960 STUDEBAKER TRUCK FOR DISCOVERY HALL <br />Richard Welch, Director of Discovery Hall Museum, was present and <br />submitted to the Board the title to a 1960 Studebaker Truck, <br />a gift from Miss Elinor Lee, New Castle, Indiana. Mr. Welch said <br />the truck is in good condition, has 60,000 miles on it and will be <br />used as a roving exhibit and to pick up items for the Museum. Upon <br />motion made by Mr. Mullen, seconded by Mr. Brunner and carried, the <br />Board accepted the title to the truck and expressed appreciation to <br />Miss Lee for her generous gift. <br />CONTRACT FOR CRIME VICTIM COUNSELING APPROVED <br />John Cimino, Criminal Justice Planning Bureau, submitted to the Board <br />a contract with R.E.A.L. Services to provide for counseling for <br />elderly crime victims. Funding is to be provided throw h a criminal <br />justice grant with $12,000 to come from federal funds,678.89 from <br />state funds and $678.89 from the Police Department budget. Gene <br />Norris, Region I Director for the Criminal Justice Planning Bureau <br />advised the Board that this program was attempted last year but funds <br />were not approved by the State. This is the first program of its <br />kind in Indiana and will relieve the police officers to do police work <br />while the R.E.A.L. Services Counselor will work with the victim. <br />Lester Fox, Director of R.E.A.L. Services, and Margaret Williams, <br />who will serve as Crime Victim Counselor, were introduced. Mr. Fox <br />noted that part of the program will be directed towards educating the <br />elderly victims. Upon motion made by Mr. Mullen, seconded by <br />Mr. Brunner and carried, the contract was approved. <br />BID AWARDED - CREST MANOR SEWERS <br />The Bureau of Design and Administration submitted a tabulation of <br />bids received for the construction of the Crest Manor Sewers, Section <br />2, and recommended acceptance of the low bid of the Taylor <br />Construction Company of $3,299.00. Upon motion made by Mr. Mullen, <br />seconded by Mr. Brunner and carried, the bid was accepted. <br />ASSESSMENT ROLL FILED AND PUBLIC HEARING SET FOR CREST MANOR <br />SEWERS AUTHORIZED UNDER IMPROVEMENT RESOLUTION NO. 3449 <br />The Bureau of Design and Administration submitted to the Board the <br />final assessment roll for the construction of the Crest Manor Sewers <br />authorized under Improvement Resolution No. 3449 and recommended that <br />the Board set a public hearing on the Assessment Roll. Upon motion <br />made by Mr. Mullen, seconded by Mr. Brunner and carried, the Board <br />filed the Assessment Roll and set the public hearing for Monday, <br />December 12, 1977 at 9:30 a.m. at the regular meeting of the Board. <br />
