4. 6 <br />REGULAR MEETING OCTOBER 17, 1977 <br />Voluntary Alternate Bid frbmn Kay Equipment Company <br />Total Bid - $9,449.35 <br />Interest Rate - 7.5% <br />Monthly Payment - $293.97 <br />Mr. McMahon noted that there are many differences in the equipment <br />bid and the Board will review both quality and price. The award <br />will be made based on the best combination of these factors. Upon <br />motion made by Mr. McMahon, seconded by Mr. Mullen and carried, the <br />bids were referred to Brian Hedman ,Executive Director of Century <br />Center, for review and for a recommendation for possible award at <br />a special meeting of the Board scheduled for Tuesday, October 18, <br />1977 at 9:30 a.m. <br />PUBLIC HEARING ON REVENUE SHARING APPROPRIATION FOR GASOLINE <br />This was the date set for a public hearing on AN ORDINANCE <br />APPROPRIATING $75,000 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY <br />KNOWN AS GENERAL REVENUE SHARING, FOR THE PURCHASE OF.GASOLINE <br />AND DIESEL FUEL, TO BE ADMINISTERED THROUGH THE DEPARTMENT OF <br />ADMINISTRATION AND FINANCE. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. Mr. McMahon noted that <br />the ordinance has been filed with the Common Council and is for <br />additional funds for gasoline and diesel fuel for the balance of <br />1977. He reported that, in accordance with guidelines formulated <br />for such appropriations, information about this public hearing <br />has been forwarded to the following senior citizen groups, with <br />the request that the information be posted for the information <br />of members: Foster Grandparents, Hansel Neighborhood Service Center, <br />Harvest House Centers, Howard Park Senior Citizens' Center, R.E.A.L. <br />Services, Retired Senior Volunteer Program and Senior Citizens' Group <br />of LaSalle Park. There was no one present who wished to speak on <br />the ordinance and no written comments were filed with the Board. <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the information was filed and will be transmitted, along with the <br />minutes of this meeting, for the Common Council hearing on the <br />appropriation ordinance. <br />PUBLIC HEARING - IMPROVEMENT RESOLUTION NO. 3450-CREST MANOR SEWERS <br />This being the date set, hearing was held on Improvement Resolution <br />No. 3450 for the construction of local sanitary sewers on Berkshire, <br />Abshire and Raleigh Drives in Crest Manor. The Clerk tendered <br />proofs of publication of notice in the South Bend Tribune and <br />the Tri-County News which were found to be sufficient. Mr. McMahon <br />noted that this is the public hearing on the improvement and all <br />affected property owners were notified of the hearing. He.stated <br />that this hearing was initiated by the Board of Public Works and <br />not by property owners. This is the last section of Crest Manor <br />where sewer construction has not been offered to the property owners <br />at the current policy whereby the City pays 50% of the cost of <br />construction and the property owners pay 50%. This has been the <br />policy followed by the City for the past several years but. there is <br />no guarantee that this funding can be continued. It was determined <br />that the Board would prepare preliminary plans and a preliminary <br />assessment roll showing the amount to be assessed against each <br />property and the project would be offered to the property owners. <br />The purpose of this public hearing is to answer any questions and <br />to allow the property owners to make their views known. If 51% of <br />the property owners are not in favor of the project, the Board will <br />not proceed. Mrs. Victor Jagmin, 5644 Raleigh Drive, told the <br />Board that when this area was annexed to the City, Lloyd Taylor <br />told the residents that the taxes collected from the area would be <br />put aside to use for the area. She said only one family needs the <br />sewer and they have a swimming pool. She pointed out that area <br />
