REGULAR MEETING <br />AUGUST 15, 1977 <br />Mr. McMahon noted that when these -bids -were re -advertised, the <br />hook-up of equipment was eliminated from the specifications and <br />will be handled by change order. A total maximum figure for these <br />change orders will be filed with the Board when a recommendation for <br />acceptance of a bid is submitted. Upon motion made by Mr. McMahon, <br />seconded by Mr. Brunner and carried, the bids were referred to the <br />Civic Center Board of Managers and the Hotel -Motel Tax Board for <br />review and recommendation. <br />PUBLIC HEARING REVENUE SHAPING APPROPRIATION - STREET DEPT. VEHICLES <br />This was the date set for holding a public hearing on an ORDINANCE <br />APPROPRIATING $97,400 FROM THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING GRANT, FOR VARIOUS ADMINISTRATIVE <br />PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF ADMINISTRATION AND FINANCE. The Clerk tendered proofs <br />of publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. Mr. McMahon noted that the <br />appropriation ordinance has been filed with the Common Council and is <br />for the purchase of Street Department vehicles. In accordance with <br />the guidelines formulated for such appropriations, information about <br />this public hearing has been forwarded to the following senior citizen <br />groups, with the request that it be posted and made available to the <br />members: Foster Grandparents, Hansel Neighborhood Service Centers, <br />Howard Park Senior Citizens' Center, R.E.A.L. Services, Retired <br />Senior Volunteer Program and Senior Citizens' Group of LaSalle Park. <br />There were no citizens present who wished to speak on the matter and <br />no written comments were filed with the Board. Upon motion made by <br />Mr. McMahon, seconded by Mr. Brunner and carried, the information was <br />filed and will be transmitted to the Common Council with the minutes <br />of this meeting. <br />REQUEST TO REMOVE PARKING METERS ON WOODWARD COURT TABLED <br />The Board tabled action on a request by Stephen Mitchell that parking <br />meters at 109 Woodward Court, the location of Cinnabar's Discotheque, <br />be removed and the curb painted yellow and asked that Mr. Mitchell <br />supply further information. Mr. Mitchell was present and advised the <br />Board that he plans to open the discotheque on August 24. The <br />building is being renovated and new entrance ways will be installed. <br />The new doors will be in line with the two existing meters. Parking <br />is now allowed in the area of yellow curb across the court after <br />6:00 p.m. Mr. Mitchell said he will have a covered canopy over the <br />new entrances and would like the meters removed and the curb painted <br />yellow to provide a passenger loading zone. He noted that the court <br />and the sidewalk area are narrow. Ralph J. Wadzinski, Manager of <br />the Bureau of Traffic and Lighting, was present and said Mr. Mitchell <br />had not previously mentioned that he was relocating the entrance ways <br />to the building. He said he would consider relocation of the parking <br />meters and asked that plans for the renovation be submitted for his <br />review. Mr. McMahon asked Mr. Mitchell to submit his plans for the <br />changes in the building to Mr. Wadzinski and said the Board would then <br />consider relocation of the meters. Mr. Mitchell said he would prefer <br />that the meters be removed from the area. Mr. McMahon said that is <br />a possibility the Board will consider when plans are reviewed. No <br />further action will be taken on the request until Mr. Mitchell submits <br />plans for renovation of the building. <br />ADOPTION OF IMPROVEMENT RESOLUTION NO. 3449 AND FILING.OF ESTIMATE, <br />PLANS AND PRELIMINARY ASSESSMENT ROLL - CREST MANOR SEWERS <br />Mr. McMahon reported that, in response to a petition from property <br />owners, the Board had requested a preliminary review of a request for <br />sanitary sewers in Crest Manor, Sections 1 and 2. David A. dells, <br />Manager of the Bureau of Design and Administration, submitted to the <br />Board the Improvement Resolution for the project, along with the <br />engineer's estimate, preliminary plans and a preliminary assessment <br />roll. Estimated cost of the project is $27,751.35. Upon motion made <br />1 <br />
