284 <br />REGULAR MEETING <br />AUGUST 1 1977 <br />a sewage lift station (pups;) which was required, the project <br />was rejected by the residents. 'A request for sewers now <br />has been received from residents along Miami Road near Kern. <br />Again, a lift station will be required. <br />Current Policy <br />On sewer assessments only, the City has paid 50% of the cost <br />of the project. The funding source is the Cumulative Sewer <br />Sinking & Building Fund. This policy has been in effect <br />approximately five years and was instituted as an inducement <br />for people within the City to finally get sewered. It has <br />been generally successful. One area in which it did not work <br />was the area along Riverside Drive which was previously <br />mentioned. The second drawback is that newly annexed area <br />residents are under the impression that the City will automa- <br />tically fund 50% of local construction. Generally speaking, <br />the City does not have the resources to meet this supposed <br />policy. <br />Recommendations <br />It is our recommendation that in areas of the City which require <br />a lift station to properly handle sewage, the City absorb: <br />1. 100% of the cost of the lift station, and <br />2. 50% of the local sewer construction <br />This proposed policy would result in approximately equal costs <br />to a City resident for a sewer regardless of the necessity <br />of a lift station. <br />Your thoughtful and favorable consideration will be appreciated. <br />s/ David A. Wells, Manager <br />Bureau of Design and Administration <br />m <br />Mr. McMahon noted that the City has been involved in sewer construction <br />where the city pays 50% of the improvement and the property owners <br />50% but no formal written policy has ever been established. Since <br />the city is in the process of reviewing annexation and expansion, it <br />was felt that a policy should be established. Mr. McMahon made a <br />motion that the recommendation be tabled for review by the Board <br />and John Stancati, Director of Utilities. Mr..Brunner seconded the <br />motion and it carried. <br />APPROVAL OF CONTRACT AND AMENDMENT - MURPHY CONSULTANTS <br />SIGNALIZATION AND CHANNELIZATION, MICHIGAN, FROM MARION TO LA SALLE <br />A contract with Murphy Consultants for traffic channelization, <br />signalization and signing of Michigan Street, between Marion Street <br />and LaSalle, was reviewed by the Board on June 6, 1977 and was approved <br />subject to review and approval by the City Attorney's office. <br />Deputy City Attorney Terry A. Crone advised the Board that he had <br />reviewed the contract and recommended a change in the insurance <br />requirement, in conformity with the new policy established for <br />insurance coverage established at the time the City sought bids <br />and entered into a contract for insurance. An amendment covering <br />this insurance change was prepared and the contract and amendment <br />have now been signed by officials of Murphy Consultants. The <br />required insurance certificate has now been submitted to the Board. <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the Board approved the amendment and signed the contract and amend- <br />ment and filed the insurance certificate. <br />1 <br />
