REGULAR MEETING <br />JULY 11. 1977 <br />1 <br />A regular meeting of the Board of Public Works was convened at <br />9:30 a.m, on Monday, July 11, 1977 by Chairman Pro-Tem Peter H. <br />Mullen, in the absence of President Patrick McMahon. Mr. Mullen <br />and Mr. Brunner were in attendance, as was Deputy City Attorney <br />Terry A. Crone. <br />REVIEW OF MINUTES OF JULY 5 MEETING <br />Mr. Mullen,reported that he had reviewed the minutes of the July <br />5, 1977 meeting and he made a motion that they be approved as <br />submitted. Mr. Brunner seconded the motion and it carried. <br />OPENING OF BIDS - POLICE DEPARTMENT COLOR PHOTO LAB EQUIPMENT <br />This was the date set for receiving bids for Color Photo Lab Equipment <br />for the Police Department. The Clerk tendered proofs of publication <br />in the South Bend Tribune and the Tri-County News which were found <br />to be sufficient. The following bids were opened and publicly read: <br />Photo Pro Bid was signed by Joseph G. Sadler, <br />Fort Wayne, Indiana non -collusion affidavit was in order <br />and a 10% bid bond was submitted. <br />Bid - $15,880.80 <br />Schillings, Inc. Bid was signed by C. George Schilling, Jr., <br />South Bend, Indiana non -collusion affidavit was in order <br />and a certified check in the amount of <br />$662.34 was submitted. <br />Bid - Individual items were listed on the bid form. Total bid <br />was computed at $6,623.40. <br />Upon motion made by Mr. Mullen, seconded by Mr. Brunner and carried, <br />the bids were referred to the Police Department for review and <br />recommendation. <br />OPENING OF BIDS - LOCKS FOR CRIME PREVENTION PROGRAM <br />This was the date set for receiving bids for Locks for the Police <br />Department Crime Prevention Program. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. The following bids were <br />opened and publicly read: <br />Seifer Lock and Safe Company <br />South Bend, Indiana <br />A review of the bid by Mr. Crone indicated that the non -collusion <br />affidvait was not signed and there was no bid bond or certified check <br />submitted as required in the Notice to Bidders. Therefore, the bid <br />was non -responsive to the bid specifications and was not read. <br />Upon motion made by Mr. Mullen, seconded by Mr-. Brunner and carried, <br />the bid was rejected as being defective and the Police Department is <br />to be notified and asked to make a recommendation to the Board on <br />whether or not they wish to re -advertise. <br />OPENING OF BIDS - ASPHALT SCARIFICATION <br />This was the date set for receiving bids for scarification of asphalt <br />from various streets in South Bend. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. The following bids were opened <br />and publicly read: <br />Chapin and Chapin, Inc. Bid was signed by Bruce L. Chapin, <br />Norwalk, Ohio non -collusion affidavit was in order <br />and a 5% bid bond was submitted. <br />Bid - $56,017.00 <br />
