REGULAR MEETING JUNE 6, 1977 <br />PUBLIC HEARING - REVENUE SHAPING APPROPRIATION FOR DISCOVERY HALL <br />This was the date set for a public hearing on AN ORDINANCE <br />APPROPRIATING $27,950 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS ADMINISTP.ATION <br />AND FIlIA14CE PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BE14D <br />THROUGH ITS DEPART11ENT OF ADMINISTRATION AND FINANCE. The Clerk <br />tendered proofs of publication of notice in the South Bend Tribune <br />and the Tri-County News which were found to be sufficient. Mr. <br />McMahon noted that the ordinance has been filed with the Common <br />Council and is for Discovery Hall Museum in Century Center. Richard <br />Welch, Director of Discovery Hall, was present and reported that <br />the appropriation is to cover the first phase in the planning, <br />design and construction of the permanent exhibits in Discovery Hall <br />Museum. The City has received a letter of proposal from Joseph. <br />Wetzel Associates for the design work. Mr. McMahon then reported <br />that, in accordance with guidelines formulated for such appropriations, <br />information about this public hearing has been forwarded to the <br />following senior citizen groups, with the request that the information <br />be posted for the information of members: Foster Grandparents, <br />Hansel Neighborhood Service Center, Harvest House Centers, Howard <br />Park Senior Citizens' Center, R.E.A.L. Services, Retired Senior <br />Volunteer Program and Senior Citizens' Group of LaSalle Park. There <br />was no one present who wished to speak on the natter and no written <br />cor_nments were filed with the Board. Upon motion made by Mr. McMahon, <br />seconded by Mr. Brunner and carried, the information was filed and <br />will be transmitted to the Common Council, along with the minutes <br />of this meeting. <br />CONDITIONED NOTICE TO PROCEED AUTHORIZED FOR JOSEPH WETZEL ASSOCIATE <br />Richard Welch, Director of Discovery Hall Museum, submitted a <br />request to the Board to allow Joseph Wetzel Associates to begin <br />Phase One of the design work under the letter of proposal they <br />submitted to the City up to the amount of $5,000, until approval <br />of the appropriation is received from the Common Council. Mr. <br />McMahon made a motion that the Board approve a conditional notice to <br />proceed and request the Board's attorney to prepare such a Notice <br />to Proceed, with a limit of $5,000 until funding is approved, and <br />with the agreement to contain a provision that there will be no <br />penalty for termination of the contract at the $5,000 amount. Mr. <br />Brunner seconded the motion and it carried. <br />BID AWARDED COIIDITIO14ALLY - STREET DEPARTMENT TRACTOR WITH LOADER <br />Patrick M. McMahon, Director of Public Works, reported to the Board <br />that the bids for a tractor with front end loader for the Bureau <br />of Streets had been reviewed and he recor_nended that the Board accept <br />the low bid of A. 11. Choitz & Company of $6,278.00 for the vehicle, <br />subject to approval of the funding. Upon motion made by Mr. <br />Mcl-lah-on,:seconded by Mr. Brunner and carried, the Board awarded the <br />bid conditioned upon approval of the funding. <br />AGREEl1ENT FOR NORTHEAST DRAINAGE FACILITIES APPROVED <br />An Engineering Agreement with Cole Associates, Inc. to serve as <br />Consultant for Study, Development and Construction of Storm Drainage <br />Facilities in an area of the Northeast Section of South Bend, Indiana, <br />bounded by: the north Corporate Limits, (South Bend Avenue) on the <br />north, Eddy Street on the west, Ironwood Drive on the east and <br />Mishawaka Avenue on the south; was submitted to -the Board. The <br />agreement was reviewed by the Legal Department and is in the amount <br />of $32,530. The appropriation has been approved by the Common Council. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the agreement was approved. <br />
