REGULAR MEETING
MAY 16, 1977
of the Council indicated, in caucus, that they would object rather
strenuously to taking the parking off Western Avenue, which would
force the vehicles onto the residential streets in the area. Mr.
Dillon said the parking removal would only involve four vehicles.
Mr. Brunner said he understood Mr. Dillon's argument but said he
would agree with the professional opinion of the City Engineer.
He said he felt the City acted very quickly to see that the twenty -
foot segment of curb at the driveway entrance was painted yellow.
Mr. Dillon thanked the Board members for listening to him.
RECOP'MENDATION TO AWARD BID - 10TH FLOOR REMODELING
The Board received a report from Tom Becker, Bureau of Employment
and Training, that the bid of Ziolkowski Construction Company to
provide materials for partitions for the loth floor remodeling had
been reviewed and it was recommended that the bid be accepted.
Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried,
the Board accepted thelow and only bid of the Ziolkowski Construction
Company to provide materials.for partitioning of the loth floor at
a bid price of $3,913.00.
RECOMMENDATION TO AWARD CENTURY CENTER GRAPHICS BID APPROVED
Patrick M. McMahon, P. E., Director of Public [corks, submitted a
report to the Board indicating that he had reviewed the bid of
North American Signs for graphics at Century Center with the South
Bend Civic Center Board of Managers. It is their recommendation
that the Board approve the bid of North American Signs of $24,784.
Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried,
the Board approved the recommendation and accepted the low bid of
North American Signs of $24,784 for -graphics for Century Center.
FIXED SEATING BID FOR CENTURY CENTER TABLED
The following recommendation was read:
"Board of Public Works May 12, 1977
Gentlemen:
Please be advised that I have reviewed the fixed seating bid
for Century Center with the South Bend Civic Center Board
of Managers. Based upon our discussion and their recommendation,
I am hereby requesting that the Board of Public Works accept
the bid of Irwin Seating Company.
Irwin Seating Company, as noted in the minutes taken during
the receipt of bids, had submitted a bid for 950 theatre
seats, for a total price of $77,770. Using these numbers, a
unit price of $81.86 per chair could be established. This
office contacted Irwin Seating Company and requested a
clarification, in that the correct bid quantity was 882 seats.
Irwin Seating Company responded, confirming that they had
erred in the total number of seats, and agreed that the correct
total was 882. They also confirmed that the unit price as
calculated above was correct, and that the extension of
$72,200.52 (882 x$81.86) was a correct representation of their
bid based upon 882 seats.
Based upon the above, and upon the recommendation of
Johnson/Burgee, I submit that Irwin Seating Company of Grand
Rapids, Michigan, is the low and best bidder for 882
auditorium seats.
The alternatives listed by Irwin Seating Company in their bid
were then examined. Based upon the review of this Office and
the recommendation of Johnson/Burgee, it is suggested that
Voluntary Alternate No. 1 also be accepted; this reduces the
base bid to $54,957.42. The other alternates offered by
Irwin Seating Company have been rejected by this office.
Respectfully submitted,
s/ Patrick M. McMahon, P. E.
1
