REGULAR MEETING <br />APRIL 18, 1977 <br />trucks will continue to work`in'"the area'to complete the clean-up <br />this week. Mr. McMahon said Mr. Gawrysiak would contact Mr. Damien <br />and inform hire of this. It was noted that a large number of loads <br />of appliances were removed. <br />ANNOUNCEMENT OF PUBLIC HEARING ON REVE14UE SHARING APPROPRIATION <br />Mr. McMahon announced that, in accordance with new guidelines from <br />the State Board of Tax Commissioners, the Board of..Public Works <br />will hold a public hearing on April 25, 1977 at a regular meeting <br />on the proposed Revenue Sharing appropriation of $12,180 for <br />various public works programs to be administered by the City <br />Departrlent of Employment and Training. The public hearing has been <br />advertised once and will be advertised again on April 22, 1977. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried <br />the information was ordered filed. <br />PURCHASE AGREEMENTS APPROVED - SALE OF CITY -OWNED LOTS <br />Georgia Luks, Deputy City Attorney, submitted to the Board purchase <br />agreements for the sale of city -owned property. One agreement is <br />with Ellis Alford for the sale of a lot at 1109 S. Fellows Street <br />for a purchase price of $209.00. The other was an agreement with <br />Red John Smith for the sale of a lot at 413 E. Ohio Street on credit <br />terms for $325.00, plus interest. Upon notion made by Mr. McMahon, <br />seconded by Mr. Mullen and carried, the Board approved the agreements <br />and referred them to Mrs. Luks for preparation of the deed to Mr. <br />Alford and the mortgage agreement with Mr. Smith. <br />PARADE REQUEST FILED <br />The. Board received a request from Kevin Weinberg for permission to <br />hold the annual Maurice Matthys Little League parade on May 21, 1977. <br />The proposed route was attached and the group indicated that a <br />Certificate of Insurance would be filed. Upon motion made by Mr. <br />McMahon, seconded by Mr. Mullen and carried, the request was filed and <br />referred to the Bureau of Traffic and Lighting for review and <br />coordination with the Police Department.Traffic Detail. <br />REQUEST TO PURCHASE CITY -OWNED LOT FILED <br />The Board received a request from Mrs. Jean Gabbard for information <br />regarding the possible purchase of a city -owned lot at 5271 Leland <br />Avenue. Upon motion made by Mr. McMahon, seconded by Mr. Brunner <br />and carried, the Board filed the request and referred it to the <br />Bureau of Engineering, Parks, Redevelopment and Dr. Wing for review <br />and a recommendation as to whether or not the lot should be retained <br />for any purpose. <br />REPLY FROM INDIANA STATE HIGHWAY COPURISSION RE: OLIVE -PRAIRIE SIGNALS <br />The LaPorte District Office of the Indiana State Highway Commission, <br />through Clinton Venable, Chief, Division of Traffic, submitted the <br />following engineering investigation report of the City's request for <br />signalization of the Olive -Prairie intersection. Mr.. Venable noted <br />the study revealed normal observance of the posted speed limits <br />northeast and southwest of the intersection. Normal delays of 0 to 5 <br />seconds were experienced except during peak hours when delays of 15 <br />to 25 seconds were observed. Platooning of traffic on Prairie Avenue <br />provides sufficient gaps in order that motorists on Olive Street may <br />safely enter. The report indicated that further analysis of the study <br />revealed there were insufficient warrants for a signal, a four-way stop, <br />or a flashing beacon, according to the requirements of the Indiana <br />Manual on Uniform Traffic Control Devices. Mr. Venable noted that <br />South Bend City buses use one quadrant of this intersection for <br />parking 8 to 10 minutes out of each hour, greatly contributing to the <br />sight distance restriction.
