REGULAR MEETING APRIL ll,.1977 <br />John Rush's 1st Addition: Lots 2-4 & 11-21. <br />Andrew Fuerbringer's Addition: Lots L-46. <br />Edgewater Place Addition: Lots 70-74, 59-63 & 30-32. <br />Also a tract of land in the Southeast Quarter (SE 4) of Section <br />Twelve, Township Thirty -Seven North, Range Two East (12-T37N-R2E), <br />described to -wit: <br />Beginning on the most southwesterly point of St. Joseph's <br />County Loan and Savings Association Plat; thence along the <br />southerly line of said addition to its most southeasterly <br />corner; thence in a northwesterly direction along the north- <br />easterly line of said addition to -the low water mark of the <br />St. Joseph River; thence downstream in a southeasterly <br />direction along said low water mark to the most northeasterly <br />corner of Edgewater Place Addition; thence southwesterly <br />along the northerly line of said addition to the most north- <br />westerly corner of Edgewater Place; thence further in a south- <br />westerly direction along the northerly line of Fuerbringer <br />Addition to a point on the easterly line of'Lincolnway East <br />(Vistula Road); thence in a northwesterly direction along said <br />easterly line to the point of beginning. <br />All in Portage Township, St. Joseph County, Indiana. <br />The Board finds that each of said lots have been damaged in the <br />amount of $0.00 and benefited in the amount of $0.00. <br />Mr. Mullen said the public hearing on the assessment roll should be <br />held as soon as possible, because of a deadline set by the Department <br />of Housing and Urban Development. He requested that Deputy City <br />Attorney Georgia Luks review the statutory requirements for publication, <br />and the setting of dates for a public hearing on the Assessment Roll. <br />Mr. Mullen made a motion that the Assessment Roll be filed and set for <br />public hearing, in accordance with the recor:.rlendation of --Mrs. Luks and <br />meeting all legal requirements. Mr. Brunner seconded the motion and <br />it carried. <br />SUB -GRANT AGREEMENTS FOR CETA SUPu7ER PROGRAM TABLED <br />Elroy Kelzenberg, Director of Manpower and Training, submitted to <br />the Board sub -grant agreements with the Urban League and the Y.W.C.A. <br />for the CETA summer program. Mr. Kelzenberg said the program will <br />be conducted differently this year. There will be no City director <br />and community agencies will administer the program. It is hoped that <br />150 young people will participate in the program. The Urban League <br />Agreement is in the amount of $24,901 and the agreement with the <br />Y.w.C.A. is in the amount of $19,128. Mr. Mullen made a motion <br />that the Board approve the sub -grant agreements. Mr. Brunner asked <br />Mr. Kelzenberg whether the Legal Department had reviewed the agreements. <br />Mr. Kelzenberg said the form of the agreements had been approved in the <br />past. These agreements follow substantially the sane form as used <br />previously, with only the narrative portion being different. Mr. <br />Brunner recorilmended that the agreements be tabled for one week to <br />allow Deputy City Attorney Georgia Luks to review them. Mr. Mullen <br />withdrew his motion to approve and the agreements will be referred <br />to the Legal Department for review and recommendation. <br />
