06 <br />REGULAR MEETING <br />FEBRUARY 21, 1976 <br />used for the operation. Upon notion made by 'Mr. Brunner, seconded <br />by Mr. McMahon and carried, the Board denied the application of <br />Chang Ko to operate a massage parlor at 2614 S. Michigan Street <br />and directed that any fee paid by Mr. Ko be reir_ibursed to him. <br />SUBGRANT APPLICATIONS APPROVED - NIDAS AND PACE <br />Elroy Kelzenberg, Director of Manpower and Training, submitted <br />to the Board Subgrant Agreements between the Bureau of Employrlent <br />and Training of the City of South Bend and the Northern Indiana <br />Drug Abuse. Services (NIDAS) and Public Action in Correctional Effort <br />(PACE). Mr. Kelzenberg advised the Board that funds for these <br />programs have been secured through a grant from the Indiana Office <br />of Manpower Development which has accepted the City's proposal. <br />The subgrant agreements have been reviewed by Deputy City Attorney <br />Charles Leone and his reconnended changes have been made. The <br />agreements provide counseling and job development services for <br />ex -offenders and drug abusers. The amount of the NIDAS agreement <br />is $32,591 and the PACE agreement is in the amount of $25,550. <br />Upon motion rude by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the subgrant agreements were approved. <br />RECOPR-E,NDATION ON PETITION TO VACATE EAST -WEST ALLEY NORTH OF LA_SALLE ST. <br />The Board received a report from the Bureau of Design and Administration <br />that the petition to vacate the east -west alley north of LaSalle Street, <br />running east from Hill Street had been reviewed and they have no <br />objection to the proposed vacation, subject to the existing utility <br />easements. Mr. McMahon made a motion that the recormiendation be <br />filed and the petition referred to the Area Plan Commission for a <br />public hearing and recommendation. Mr. Brunner seconded the riotion <br />and it carried. <br />NOTIFICATION OF SOUTH BEND PAP�.ING COITANY PATE -INCREASES TABLED <br />The Board received a notification from the South Bend Parking Company <br />that they were increasing rates at three of their parking lots. <br />Mr. McMahon noted that the Municipal Code requires -,.that the Board <br />be notified of any rate increase and he made a motion that the Board <br />file the letter. Mr. Mullen noted that he has sent correspondence to <br />all operators of flat parking lots in the City because 'they have not <br />paid the amount stipulated in the Municipal Code for licenses. The <br />Code requires that $1.00 per parking space per lot be paid for each <br />license. He noted that he is waiting to hear from parking lot <br />operators. Mr. McMahon withdrew his motion and -made a motion that <br />the Board table the rate notification. Mr.•Mullen seconded the <br />motion and it carried. <br />APPLICATION FOR SCRAP LICENSE APPROVED - STEVE & GENE'S SALVAGE CO. <br />The Board received an application for a scrap dealer's license <br />for Steve & Gene's Auto Truck Salvage Company at 3109 S. Gertrude <br />Street. This operation is in an area annexed to the City in 1976 <br />and this operation, which has been in operation at the location <br />for some time, is now required to apply for a city license. The <br />site has been inspected and approved by the South Bend Fire Department. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the application was approved and the Deputy City Controller's office <br />will be advised that the license for 1977 can be issued. <br />REQUEST FOR HANDICAPPED SIGN REFERRED TO BUREAU OF TRAFFIC & LIGHTING <br />The Board received a request from Stanley Modejeski, 1730 S. William <br />Street, that a parking space in front of his home be designated as <br />parking for handicapped, to aid his wife who is handicapped in getting <br />to their car. Upon motion made by Mr. McMahon, seconded b17 Mr. Mullen <br />and carried, the request was filed and referred to the Bureau of <br />Traffic and Lighting for review and recommendation. <br />
