Annual Installment <br />or (Net) Preium <br />Fire and Supplemental 133 053 123,451 109,735 <br />All Risks 14'623 13,563 12,Q60 <br />Upon motion made by Mr. Farrand and seconded by Mr. Brunner <br />and carried, the insurance proposals were referred to the <br />City Controller's office for review and recomendations. <br />JEFF SPICED. RE: FIRE- DEPARTHEINT VEHICLE BID REJECTION <br />Jeff Spicer, Freeman -Spicer, Inc., was present and asked to <br />speak to the Board. On December 13 the Board rejected all <br />bids submitted for six vehicles for the Fire Department. Freeman - <br />Spicer was the apparent low bidder. Mr. Spicer stated that he <br />received a letter from the Board informing him of that and he <br />would like to express his dissatisfaction concerning the bid <br />rejection. He feels the Board has treated Freeman -Spicer <br />unfairly and unjustly and that the Board did not show an;T <br />reasonable reason why the bids were rejected and why the <br />specifications were revised. He said the Board has put them <br />at a disadvantage should they bid again on these vehicles. Mr. <br />Spicer expressed concern that some third party who did not bid <br />may have approached the Board after bids were opened and <br />influenced the Board. Fie feels that Freeman -Spicer is entitled <br />to the bid since they bid in good faith and were the low bidder. <br />Mr. Farrand noted that to his knowledge no one was contacted <br />by a third party. Mr. Brunner said the Board has the ability <br />to accept or reject bids after opening, fie said after the <br />bids were opened an inadequacy in the bids was noticed. Mr. <br />Brunner also wanted to emphasize that no third party approached <br />the Board. The Board was concerned because they did not receive <br />bids from all eligible manufacturers of this egiuipnent°ard <br />that the bids may have been unduly restrictive. Mr. Farrand <br />said the Board will go ahead with the readvertising bids for <br />the six Fire Department vehicles. <br />BIDS ADVERTISED - FUEL REQUIREMENTS FOR 1917 <br />The Department of Public Works, in cooperation with the Controller's <br />office, has prepared specifications for petroleumi supplies for <br />the City during the calendar year 1977. Information now <br />available indicates that controls have been lifted to the <br />extend that suppliers can bid on this material. Mr. Farrand <br />recommended that the Board advertise for petroleum products' <br />for use throughout the City. Upon motion made by Mr. Farrand, <br />seconded by Mr. Brunner and carried, the Board approved the <br />advertising of petroleum bids for the calendar year 1977, with <br />bids to be received on January 10, 1977. <br />BIDS ADVERTISED - JANITORIAL SERVICES FOR 11. S. F. <br />The Board received a request from Joseph Paszli, Manager of <br />the Municipal Services Facility, to advertise for bids for <br />Janitorial Services for the Municipal Services Facility for <br />the period of February 1, 1977 through Januar_;r 31, 1973. <br />Upon motion made by Mr. Farrand, seconded by Mr. Mullen°and <br />carried, the Board approved the advertising of bids for <br />janitorial services, with bids to be received on January 10, 1977. <br />1 <br />
