This damage was <br />repaired by inserting a splice in the damaged cable.. In addition, <br />10 defective connectors, 4 loose connectors, and 2 bad splices <br />were found to be causing small leaks. All these were repaired. <br />Additionally, a reported CATV interference call was investigated <br />on Oakmont St. The service technician assigned to this °call <br />reported that he could not =detect any evidence of signal leakage up <br />to the -BOdb signal level measurement, which is the limit of his <br />test instrument. <br />Our efforts will continue to investigate and correct any such signal - <br />leakage problems, as they are reported. <br />Sincerely, <br />VALLEY CABLEVISIO14 CORPORATION <br />s/ Gregory J. Giczi <br />Mr. Farrand made a motion that the Board initiate contact with the <br />Federal Corr_iunications Commission asking for their assistance and <br />advise concerning the leakage. Mr. Mullen seconded the notion and <br />it carried. Mr. Brunner abstained. <br />MORP.IS CIVIC AUDITORIUM PATE INCREASE APPROVED <br />The Board received a request from Floyd 11. Jessup of the Morris <br />Civic Auditoriuri to consider'increasing the rental rates of the 1.1orris <br />Civic Auditorium.to help compensate for the inflationary increase in <br />costs of operation over recent years. It was noted that the same <br />rental set-up established in 1960 is still being used. Mr. Jessup <br />recommended that a $100.00 across the board increase be put in <br />effect the first of the year, excluding leases already signed. <br />Upon notion made by Mr. Farrand, seconded by TZr: Mullen and carried, <br />the Board approved the $100.00 across the board increase for rental <br />rates at the Morris Civic Auditorium. <br />ALCOHOLISM COUNCIL AGREEMENT APPROVED <br />The Board approved an Agreement between the City of South Bend and <br />the Alcoholism Council, Inc. of St. Joseph County for°counseling <br />services to City employees with alcohol problems. The Board took <br />note of the fact that the contract provided for training of City <br />personnel in recognizing and dealing with alcoholism problems. The <br />City will pay the Alcoholism Council $500.00 for the period of <br />December 15,,1976 through December 14, 1977. Upon notion made by <br />Mr. Farrand, seconded by Mr. 11u.11en and carried, the Board approved <br />the Agreement with the Alcoholism Council. <br />HUD P.EQUIREHL?NTS FOR BID ADVERTISEMENTS <br />Mr. Farrand advised the Board that Mr. Frank Alford had forwarded <br />to the Board contract bid requirements as received from. the <br />Federal Department of Housing and Urban Development (HUD). It <br />was explained that, while such Federal requirements as those for <br />Equal Employment Opportunity were included in all City contracts, <br />State wage rate requirements were used rather than Federal wage <br />rates in projects not involving Federal funds. Mr. Farrand noted <br />that this requirement appeared to be an attempt to mandate HUD <br />requirements for both federally funded and non -federally funded <br />contracts.
