REGULAR MEETING DECEMBER 13, 1976 <br />140DIFICATIO14 IN SUB -GRANT AGREEMENT WITH IVY TECH <br />Elroy Kelzenberg, Director_ of Manpower and Training, submitted to <br />the Board modifications in the sub -grant agreement approved by <br />the Board with Indiana Vocational Technical College. Thomas Becker <br />was present to represent Mr. Kelzenberg and he advised the Board that <br />this modification reflects the full obligation of funds, an increase <br />in the nurlber of individuals to be served by ten and a change in the' <br />per client cost. The agreement originally indicated $60.00 per <br />student per quarter, but the figure negotiated was $55.00 per student <br />per quarter. Deputy City Attorney Georgia Luks advised the Board <br />that she had not reviewed the modifications. Upon motion r..zade by <br />Mr. Farrand, seconded by Mr. Brunner and carried, the Board tabled <br />the agreement for one week to allow for review by the Legal Depart- <br />ment and a recommendation. <br />BID ADVERTISING APPROVED - BUREAU OF WEIGHTS AND MEASURES VEHICLE <br />Bert Cichowicz, Manager of the Bureau of Weights and Measures, <br />requested pernission to prepare specifications and advertise for <br />bids for a vehicle for his Department. There is budgeted money for <br />this purchase in the 1977 budget. Upon motion rude by Mr. Farrand, <br />seconded by Mr. Mullen and carried, the Board approved the request <br />and bids will be advertised, with sealed bids to be received on <br />December 27. <br />AGREEMENT WITH YOUTH SERVICES BUREAU AND Y.W.C.A. TABLED <br />The Board received an agreement between the Youth Services Bureau <br />and the Y.W.C.A. for rental of a house at 520 N. Lafavette to be <br />used for runaways. There was no one present from the'Youth Services <br />Bureau. Mr. Brunner raised the question of the proposed use of <br />the house in regard to zoning restrictions and made a motion that <br />the agreement be tabled and referred to the Legal Department for <br />review of the proposed use and for discussion with Mr. Gagnon of the <br />Youth Services Bureau with a recor_mnendation to be made to the Board. <br />Mr. Mullen seconded the notion and it carried. <br />ENGINEERING AGREEMENT APPROVED WITH KENT KASER Atli) ASSOCIATES <br />RECONSTRUCTION OF STREETS IN RE: WESTEPsd AVENUE PARKING <br />The Board received a letter from Mr. Farrand, Director of Public <br />Works, advising then that, in cooperation with the Western Avenue <br />Business lien's Association, the City is working on a future plan <br />to eliminate parking on Western Avenue. Ile submitted to the Board <br />an agreenent with Kent Kaser & Associates for the engineering design <br />for reconstruction of the stub streets at Bendix, Camden, Lake <br />and Kentucky Streets, north of Western Avenue. The fee for the <br />agreement is $5,000 which is approximately ten per cent and is the <br />standard fee. Mr. Farrand indicated the work would include widening; <br />the streets, installing new curbs at the street edge and installation <br />of inlets for storm drainage. Upon notion made by Mr. Farrand, <br />seconded by Mr. Mullen and carried, the Board approved the <br />engineering agreement. <br />LETTER FROM WILLIAM J. RICHARDSON FILED - OLIVE -PRAIRIE SIGNALS <br />The Board had transmitted to William J. Richardson and to the <br />Indiana State Highway Commission information regarding traffic studies <br />made regarding possible installation of a traffic signal at the <br />intersection of Olive and Prairie. The following response was <br />received from Mr. Richardson. <br />
