REGULAR MEETING
DECEMBER 13, 1976
A regular meeting of the Board of Public Works was convened at
9:30 a.m, on Monday, December 13, 1976 by Rollin E. Farrand,
President, with Mr. Farrand, Mr. Brunner and Mr. Mullen present.
Deputy Cite Attorney Georgia Luks was also present.
MINUTES OF PREVIOUS MEETING APPROVED
Mr. Brunner reported that the minutes of the meeting of December
6 had been reviewed and he made a motion that they be approved as
submitted. Mr. Farrand seconded the motion and it carried.
STATEPZENT OF BOARD PZEMBERS ON RESIGNATION OF MR. FARP.AND
Mr. Mullen expressed regret upon the resignation of Rollin E.
Farrand, Director_ of Public Works, who is leaving his position
with the City to accept private employment. Mr. Mullen said he
had enjoyed working with Mr. Farrand and wished him the best of
luck. Mr —Brunner seconded Mr. Mullen' s cor_uients and also wished
Mr. Farrand good luck.
PUBLIC HEARING - VACATION RESOLUTION 140. 3434
This being the date set, hearing was held on Vacation Resolution
No. 3434, 1976 for the vacation of a portion of Parallel Street
from the east right-of-way line of Jackson Street east to the west
right-of-way line of College Street in College Grove Addition.
The Clerk tendered proofs of publication of notice in the South
Bend Tribune and the Tri-County News which were found to be
sufficient. There were no remonstrators present and no written
remonstrances were filed. David Wells advised the Board that the
petitioners, G & N Warehouse, Inc., own the property on both
sides of the portion of the street to be vacated. Loitz Brothers
Construction Company, contractors for the Model Cities Sewer
Separation project, had asked for a storage area for their equipment
which would be secure. The petitioners filed their petition to
vacate a portion of Parallel Street and submitted to the Board a
request for permission to fence the area, pending completion of
the vacation proceedings. The Board granted that permission.
Mr. Farrand noted that the petition received a favorable recommendation
from the Area Plan Commission after it was amended at the request of
Conrail to include the railroad crossing in the vacation. This resolution
reflects the amended petition. The Police and Fire Departments and
the Traffic Engineer have reviewed the petition and have no objection
to the vacation. Mr. Brunner asked Mr. Wells what his connection with
the petitioner was and Mr. Wells indicated he is Secretary of the
company. Upon motion made by Mr. Farrand, seconded by Mr. Brunner,
and Carried, the Board confirrzed Vacation Resolution No. 3434 and
referred it to the Bureau of Engineering for preparation of the
Assessment Poll.
BIDS REJECTED - FIRE DEPARTMENT VEHICLES
Mr. Farrand reported that the bids received for six vehicles for
the Fire Department had been reviewed by the Board with members
of the Department. It has been determined, in order to attempt
to increase the number of bidders, to reject all bids and to readvertise
for bids with the specifications to be revised. Changes will reflect
a 300 cubic inch engine in both vehicles and the wheel base on the
smaller cars will be reduced to 111". Mr. Farrand made a motion that
the Board reject all bids received and authorize readvertising for
bids for six vehicles, with bids to be received on December 27.
Mr. Brunner seconded the motion and it carried.
