AGENDA REVIEW SESSION OCTOBER2_ 0� 331 <br />for those that can't attend and will send out an addendum to cover the pre -bid meeting. Attorney <br />Schmidt stated they need to be thorough in their addenda to be consistent in relaying information <br />to all bidders. <br />- Request to Advertise — Wastewater Treatment Plant Calvert Street Lift Station <br />Replacement <br />Mr. Klosinski stated this lift station replacement is being reconstructed to accommodate future <br />growth and will serve the PotawatomPs development area. <br />- Request for Proposals — Venues, Parks, and Arts IIVAC Preventative Maintenance, and <br />Waste Management and Recycling Services <br />Mr. John Martinez, Park Department, stated with the merging of several departments, they are <br />looking at consolidating all contracts to better serve the city. He noted these proposals will have <br />a review committee assigned and the waste management contract will have a recycling rate they <br />would like to capture. <br />- Change Orders <br />o Jefferson Boulevard Striping, Phase 1 <br />Mr. Kevin Fink, Engineering, stated the one (1) day extension is because the city was a day late <br />on issuing the notice to proceed <br />o Demolition of Vacant and Abandoned Houses, Phase IX, Division A <br />Mr. Fink explained this increase is due to one (1) house that had a foot of water in the basement <br />that had to be cleaned up. <br />o Demolition of Vacant and Abandoned House, Phase IX, Division C <br />Mr. Fink stated this reduction is from the elimination of one (1) house on the list of demolitions <br />that entered into a repair agreement. <br />o Coquillard Primary Safe Routes to School <br />Mr. Fink stated this increase is due to INDOT's design to blend a curb ramp into the roadway <br />that was communicated to the contractor, but was unacceptable. He noted that since the City <br />gave the contractor INDOT's advice, they are responsible for paying for the patch. <br />o Curb and Sidewalk Construction <br />Mr. Kerr stated this eight (8) additional days is due to a request by the city to put a hold on work <br />while they reviewed the cost of overruns. The topsoil and sodding was not completed so the <br />contractor is asking for the additional days to finish. <br />o Martin Luther King Jr. Recreation Center HVAC Revisions <br />— Ms. Nadia Correa, Engineering, stated these additional days are due to a delay in the award of <br />the bid. She explained all of the bids came in high and needed extra review which threw off the <br />schedule. She noted additionally the contractor didn't order parts until after the Notice to <br />Proceed was issued after the pre -construction meeting so there was a delay. <br />o East Bank Sewer Separation, Phase 5 <br />Mr. Toy Villa, Engineering, stated this Change Order includes a request for ninety-three (93) <br />additional days for tree removal and shaping of the slope. He noted they encountered a soil issue <br />on St. Peter Street and the contractor is asking for the extension. He explained the work won't be <br />done until spring and the street will not be opened during the winter. The Board questioned why <br />they couldn't open it and then recluse it. Mr. Kerr stated the contractor has the responsibility to <br />maintain the project site. If he has it open, he will have to maintain the street and sidewalk. He <br />noted the area that has been worked on will be opened; only St. Peter St. will be closed for the <br />winter. Mr. Jilin Kain, Public Works, added part of the conditions for the ninety-three (93) day <br />extension is to open up all of the rest of the streets. Mr. Villa noted the contractor can't charge <br />the City during the winter when they are not working. <br />- Vacation — East/West Alley West of Park Avenue to First North/South Alley Between <br />Manitou Place and Riverside Drive <br />Ms. Maradik questioned Mr. Corbin Kerr, Engineering, why he isn't requiring a chamfer as he <br />has in other recent vacation requests. Mr. Kerr stated this alley is not currently used by cars or <br />trucks; it is not an improved alley. Mr. Matt Longfellow, Engineering, stated the east/west alley <br />is overgrown and not used.. Mr. Kerr stated only in cases where the pathway is currently used by <br />vehicles would they require a chamfer at a T-intersection. Ms. Maradik stated she just wants to <br />be consistent in the requirements and policy, noting a chamfer can be very onerous on the <br />Petitioner or property owner that has to pay for it. <br />- Resolution No. 49-2016 — Establishing and Posting Reduced Speed Limits <br />Ms. Theresa Harrison, Engineering, stated currently the city engineering office has the authority <br />to establish speed limits, but there are limits on how much they can reduce them. She noted this <br />resolution clarifies how it can be done and lays out a policy for the procedure for the public. <br />Attorney Schmidt stated the power already exists, this is just creating consistent policy. Mr. Kerr <br />added this creates a policy we can give to the public with the guidelines that must be met. <br />
