433 REGULAR 14EETING OCTOBER 11, 1982 REQUEST TO CONDUCT ART FAIR ON RIVER BEND PLAZA REFERRED A request was received from Mikki Dobski, City Events Coordinator, for permission to hold an arts and crafts fair on River Bend Plaza on July 7 and 8, 1983. It was noted that the Art Fair would be similar to the one conducted this year and sponsored by Promotion Management Associates, and all local artists would be encouraged to participate. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the request was referred to the Bureau of Traffic and Lighting and the Police Traffic Division for review and recommendation. APPROVAL OF TRAFFIC CONTROL DEVICES Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the following traffic control devices were approved as recommended by Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting: INSTALL.STOP SIGN - On Addison at Jennings INSTALL STOP SIGN - On Avondale at Ridgedale �( APPROVE 10K ROAD RUN - U.S. MARINE CORPS RESERVES Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting, recommended approval of the 10K Road Run sponsored by the U.S. Marine Corps Reserve Unit to be held on Sunday, November 14, 1982, utilizing the Rum Village route. Mr. Wadzinski recom- mended that the race start at 8:00 a.m.; rather than at 9:00 a.m. as requested in order to accommodate the three churches along the race route. It was noted that a revised route submitted by the Marine Corps on October 7, 1982, to the Clerk was still under consideration. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the road run was approved, with the final route to be at the discretion of the Police Traffic Division and the Bureau of Traffic and Lighting. FILE ENVIRONMENTAL CLEAN-UP OF LOTS A list containing 69 lots ordered cleaned by the Director of the Neighborhood Code Enforcement Office was submitted. It was noted that property owners had been advised to clean up the lots and. had failed to do so. Upon a notion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the environmental list was filed. APPROVE RELEASE OF CONTRACTOR'S BOND Mr. Ray S. Andrysiak, P.E., recommended the Board release the Contractor's Bond of Derso Horvath as requested by his insurance agent. Upon a notion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above bond was released. APPROVE HANDICAPPED PARKING PERMITS An application for a handicapped parking permit was received from Olive Helmick, 1226 North 11, Niles, Michigan. The Clerk noted that a doctor's statement verifying as to Mrs. Helmick's disability would be forthcoming but that it had not been received prior to the Board meeting. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the handicapped parking permit was approved, subject to the receipt of the required doctor's certification.
