um <br />REGULAR MEETING <br />SEPTEMBER 13. 1982 <br />the lease requirements and, in addition, asked the Board to consider <br />the inclusion of two consecutive options to renew at the same rental <br />per year, the first option being for a period of three years, and <br />the second for a period of five years. Mr. Hill stated that he <br />had no objection to the inclusion of one option to renew. It was <br />suggested that, since Senor Kelly's would be responsible for the <br />maintenance of the entire alley, even though they were only leasing <br />a portion of it, an increase in any option renewal price was not <br />necessary. Upon a motion made by Mr. Kernan, seconded by Mr. <br />Leszczynski and carried, the bid of Edmarde's Inc. was awarded, <br />and the matter referred to the Legal Department for drafting of <br />the appropriate Lease Agreement to reflect two additional option <br />renewals at the same rental per year as requested by Edmarde's. <br />APPROVE AGREEMENT - CONSTRUCTION OF OVERHEAD BRIDGE AT OLIVE &SAMPLE <br />Mr. Leszczynski advised that an Agreement had been executed by St. <br />Joseph County for construction of the Olive/Sample Overpass. He <br />stated that, upon completion of the Overpass, the city would be <br />required to maintain all approaches and, because of that, approval <br />by the Board was necessary on the Agreement between St. Joseph <br />County and the Consolidated Rail Corporation for construction of <br />the overpass over Conrail's tracks. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the Agreement was <br />approved. <br />APPROVE CONTRACT - MONROE/SAMPLE REDEVELOPMENT, PHASE II <br />(RIETH-RILEY CONSTRUCTION) <br />Mr. Leszczynski stated that a contract had been prepared and <br />executed by Rieth-Riley Construction Company for Phase II of the <br />Monroe/Sample Redevelopment Project, in the amount of $239,679.25, <br />in accordance with the low bid awarded to Rieth-Riley on August <br />30, 1982. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Hill and carried, the contract for the above project was approved, <br />and the required Performance Bond and Labor and Materials Payment <br />Bond were filed. <br />APPROVE AGREEMENT - INDIRECT COST STUDY (McGLADREY HENDRICKSON & CO.) <br />Mr. Kernan stated that the administration was attempting to create <br />a fair and reasonable method of allocating indirect costs from <br />selected city support functions to selected city receiving functions. <br />He advised that, by doing so, the entire budgetary process would be <br />made more clear and the indirect costs associated with various <br />federal funds would be distributed in a scientific manner. Mr. <br />Kernan stated that McGladrey Hendrickson & Company had submitted a <br />$roposal to conduct the indirect cost study at a cost of between <br />3,600 and $3,800 with a completed report to be furnished to the <br />city before the end of October. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Leszczynski and carried, the proposal was approved. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT AND ADDENDUMS <br />Ms. Betsy Harriman of the Community Development staff requested Board <br />approval of a contract with the Department of Public Works for <br />public works improvements, including curbs and radius work, in a <br />four -block area on Lindsey Avenue from Portage to Blaine at a <br />cost not to exceed $100,000.00. She also requested Board approval <br />on Addendum No. 1 to the previously -approved contract with the <br />Bureau of Housing (CD80-106) to provide for a time extension to <br />September 30, 1982, and approval of Addendum No. 1 to the previously - <br />approved contract with LaCasa de Amistad (CD81-506) to expand the <br />scope of services to include repair work on downspouts and roof, <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above contract and addendums were approved as submitted. <br />1 <br />
