REGULAR MEETING SEPTEMBER 13, 1982 <br />about adequate fire protection. Mr. Ron Olson, agent for the <br />Town Tower Motel Corporation, informed Mr. Dombrowski that .the <br />alley immediately north of his business would not be vacated <br />and that only the westerly portion would be closed. He stated <br />that arrangements have been made to dedicate the required land <br />to the city for a turning radius so that Mr. Dombrowski and <br />his delivery trucks could still utilize the easterly and <br />southerly portions of the alleys. He explained that the <br />property being purchased by the Town Tower Motel Corporation <br />from the city which was adjacent to the alleys in question <br />would be utilized as a parking lot and would be landscaped <br />accordingly. Mr. Hill asked Attorney Potts if an easement would <br />resolve his client's objection to the vacations. Mr. Potts <br />stated that an easement would help the situation as far as <br />fire protection was concerned but it does not help traffic access <br />to the front of the property. Mr. Pat Baker, Project Engineer <br />for the Town Tower Motel Corporation, advised that, at present, <br />patrons of McDonald's Restaurant cut across Michigan Street and <br />use the east -west alley for access on Main. He stated that the <br />situation is a very dangerous one and the closing of the westerly <br />�- portion of the alley would alleviate that problem. Mr.Hill asked <br />if there was any possibility that access could be provided to the <br />(29 merchants through the parking lot. Mr. Olson stated that a site <br />plan for the development must be submitted to the Area Plan <br />Commission within the next day or two and changes would have to <br />be made to accommodate that request. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and <br />carried, the public hearing was closed. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, a favorable recom- <br />mendation for the vacation of the northerly portion of the north - <br />south alley as requested was forwarded to the Common Council; and <br />a favorable recommendation for the westerly portion of the east - <br />west alley was also given provided permanent easement rights are <br />granted by the Town Tower Motel Corporation for ingress and <br />egress over that portion to be vacated. <br />AWARD BID - FIRE DEPARTMENT SNORKEL APPARATUS <br />Fire Chief Timothy J. Brassell recommended the Board award the <br />low bid of Illinois Fire Truck Equipment Company in the amount. <br />of $189,158.00 for the reconditioning of the department's 85' <br />snorkel apparatus, in accordance with the bids received by the <br />Board on August 23, 1982. The Board was advised that in addition <br />to Illinois Fire Truck Equipment Company being the low bidder on <br />the project, its bid contained fewer exceptions to the specifica- <br />tions than did the bid of Midwest Fire and Safety Equipment; and <br />the firm's location was closer to South Bend. Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Hill and carried, the bid as <br />recommended was awarded subject to the filing of a 100io Performance <br />Bond. <br />AWARD BID - REROOFING OF FIRE STATION NO. 4 <br />Following a review of the bids received by the Board on August <br />30, 1982, for the reroofing of Fire Station No, 4, Fire Chief <br />Timothy.J. Brassell recommended the Board award the low bid of <br />Midland Engineering Company for its alternate bid on the single - <br />ply system, in the amount of $21,390.00. Upon a motion made by <br />Mr. Kernan, seconded by Mr. Hill and carried, the bid was awarded <br />as recommended. <br />AWARD BID - LEASE OF PORTION OF ALLEN'S ALLEY <br />Mr. Leszczynski stated that the Board had received and opened <br />sealed bids on August 30, 1982, for the proposed lease of a <br />portion of Allen's Alley extending from Woodward Court east to <br />Michigan Street. He advised that the sole bid received from <br />Edmarde's Inc., d/b/a Senor Kelly's, met all specifications of <br />
