312 <br />REGULAR MEETING JUNE 7, 1982 <br />APPROVE CONTRACT WITH MIDWEST COLLECTION SERVICE, INC. <br />A contract was submitted for Board approval with Midwest Collection <br />Service, Inc., providing for the collection of past -due ambulance <br />accounts arising out of ambulance service given by the Fire <br />Department. It was noted that, on accounts which are past -due <br />for a a period of less than six months, Midwest shall retain 50% <br />of all money recovered. On all accounts which are,past-due in <br />excess of six months or where recovery is accomplished after <br />litigation, Midwest shall retain 50% of the money recovered. <br />Mr. John Nichols, President of Midwest Collection, expressed <br />concern over the maximum collection allowed in the calendar year <br />of only $10,000.00. He felt it would only take a short time <br />before that amount was recovered. Mr. Hill explained that the <br />maximum collection amount was typical language in a contract of <br />this sort and would not require Council approval until a figure <br />in excess of $10,000.00 was reached. Upon a motion made by Mr. <br />Kernan, seconded by Mr. Hill and carried, the above contract was <br />approved. <br />APPROVE CONTRACT WITH INDIANA & MICHIGAN ELECTRIC - <br />LIGHTING AT YOUTH SERVICE BUREAU <br />Ms. Bonnie Strycker, Director of the Youth Service Bureau, requested <br />Board approval on a contract with Indiana & Michigan Electric <br />Company for the installation of a dusk -to -dawn light behind the <br />property at 2222 Lincolnway West at a cost of $5.45 per month for <br />a five-year period. She explained that, because of problems with <br />vandalism to the facility, she was recommending installation of <br />the light as a precaution measure against further burglaries. <br />It was noted that, although the contract was for a period of <br />five -years and according to state law, the city was not able to <br />encumber city funds for any more than a one-year period, the <br />.contract could be terminated and the light removed at any time. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and <br />carried, the contract was approved. <br />APPROVE COMMUNITY DEVELOPMENT RESEARCH AGREEMENT <br />A Research Agreement was submitted for the employment of a research <br />person on the Community Development staff for the summer months <br />through August, 1982, at the rate of $4.75 per hour. The Research <br />Associate, David Loughlin, would be hired to provide technical <br />assistance needed on the collection, analyzation and assembling <br />of data relating to the Community Development Plan as assigned to <br />him. Ms. Betsy Harriman, Community Development staff member, <br />explained that Mr. Loughlin would perform various functions for <br />the department on a day-to-day basis. Upon a motion made by Mr. <br />Kernan, seconded by Mr. Hill and carried, the above contract was <br />approved, with a maximum amount of compensation to be paid in the <br />amount of $2,660.00. <br />APPROVE COMMUNITY DEVELOPMENT ADDENDUMS TO PREVIOUS -APPROVED CONTRACTS <br />Ms. Betsy Harriman, Community Development staff member, requested <br />the Board's approval of the following addendums to contracts <br />previously approved and executed: <br />1. Department of Redevelopment and Economic Development: <br />Addendum I provided for a budget increase of $100,000.00. <br />bringing the revised budget amount of $330,000.00, and <br />provided a time extension to December, 1982. It was <br />noted that the contract pertained to the First Bank <br />Center Project . . <br />2. Department of Redevelopment and Economic Development: <br />Addendum I provided for a reduction in the original <br />budget amount from $358,200.00 to $345,000.00 for the <br />redevelopment administration activity. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the above Addendums were approved. <br />
