REGULAR MEETING MAY 24, 1982 305 [1 FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS A list containing 14 lots ordered cleaned by the Director of the Neighborhood Code Enforcement Office was submitted. It was noted that property owners had been advised to clean up the lots and had failed to do so. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the environmental list was filed. APPROVE LICENSE APPLICATION Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the license application of the Cathedral Church of St. James, for a Public Parking License at 102-110 St. James Court was approved and referred to the Deputy Controller's Office for issuance of the appropriate permit. ADOPTION OF RESOLUTION NO. 15, 1982, AND APPROVAL OF SCRAP DEALER'S LICENSE (SOUTH MAIN AUTO PARTS) RESOLUTION NO. 15. 1982 WHEREAS, a license application for operation of a scrap yard has been submitted to the Board of Public Works by Herman T. Williams, d/b/a South Main Auto Parts, for property located at 1819 South Main Street, as shown on the attached diagram; and WHEREAS, the property is now licensed as a scrap yard under a license issued to South Bend Auto Parts (Charles Rhoades) on February 5, 1982; and Mr. Williams is in the process of purchasing said property for the continued operation of a scrap yard under the name of South Main Auto Parts, said purchase being contingent upon issuance of said license by the City of South Bend; and WHEP.EAS, in accordance with Ordinance No. 6998-81 which licenses such operations, inspections of the property were conducted by the Neighborhood Code Enforcement Office and the Fire Prevention Bureau on May 6, 1982, and May 13, 1982, respectively; and WHEREAS, no code violations on said property existed as evidenced by the Neighborhood Code Enforcement Office inspection report; however, a recommendation was made by the Fire Prevention Bureau on May 13, 1982, that all hand fire extinguishers be checked and recharged if necessary since it appeared some extinguishers had been used; and WHEREAS, compliance with a 15-foot buffer strip between the property lines and fencing which abuts public right-of-way is required on all new businesses or existing businesses which expand after July 1, 1980, as stipulated in Ordinance No. 6998-81. NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works of the City of South Bend, Indiana, that the license application of Herman T. Williams for operation of a scrap yard at the premises located at 1819 South Main Street be approved based on the following: 1. Full compliance with Fire Department recommendations and regulations regard- ing fire prevention measures within 60 days of commencement of operation by Mr. Williams, d/b/a South Main Auto Parts,
