REGULAR MEETING MAX 10, 1982 APPROVE TITLE SHEET AND REQUEST TO ADVERTISE FOR BIDS - SIDEWALKS IMPROVEMENTS (CENTRAL BUSINESS DISTRICT) A title sheet for the construction of sidewalks in the Central Business District on the north: and west portions of the block bounded by Washington Street, St. Joseph Street, Jefferson Boulevard and Michigan Street (River Bend Plaza) was submitted for Board approval. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the title sheet was signed and a request to advertise for bids on the project was approved, with a bid date of June 7, 1982, established. APPROVE TITLE SHEET - TORRINGTON-SAMPLE TRAFFIC SIGNAL Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the title sheet for the installation of a traffic signal at the Torrington Gate on Sample Street was approved and signed. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS A.list containing 20 lots ordered cleaned by the Director of the Neighborhood Code Enforcement Office was submitted. It was noted that property owners had been advised to clean up the lots and had failed to do so. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the environmental list was filed. APPROVE LICENSE APPLICATIONS Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the following license applications were approved and referred to the Deputy Controller's Office for issuance: Secondhand Dealer's License - Davis Flea Market 1404 S. Michigan It was noted that the zoning was adequate, no fire code violations were found on the premises and there were no potential problems with off-street parking. Open Air Stand License - Frank's Flowers (approved retroactive to (a) Northwest corner, Ironwood & Edison May 7, 1982, for a 3-day (b) Southeast corner, Sample & Fellows period) - Keith Produce (a) Parking lot, Briteway Sales (b) Southeast corner, Sample & Fellows It was noted that the properties were properly zoned and no objections to the location of the stands were raised by the Bureau of Traffic and Lighting so long as the stands were located back off the public right-of-way. Permission was received from the property owners for use of the lots. The Health Department and Neighborhood Code Enforcement Office had given a favorable recommendation for the license issuance. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the Open Air Stand Licenses for Keith Produce for the intersections of Sample and Kentucky, and Western and Chapin, were denied because permission of the property owner to use the lots was not submitted. In the case of the Western and Chapin Street location, it was noted that the City of South Bend was the owner of both the northwest and northeast corners and con- struction would be commenced soon for radius improvements at that location.
