REGULAR MEETING <br />MAX 10, 1982 <br />APPROVE TITLE SHEET AND REQUEST TO ADVERTISE FOR BIDS - <br />SIDEWALKS IMPROVEMENTS (CENTRAL BUSINESS DISTRICT) <br />A title sheet for the construction of sidewalks in the Central <br />Business District on the north: and west portions of the block <br />bounded by Washington Street, St. Joseph Street, Jefferson <br />Boulevard and Michigan Street (River Bend Plaza) was submitted <br />for Board approval. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the title sheet was signed <br />and a request to advertise for bids on the project was approved, <br />with a bid date of June 7, 1982, established. <br />APPROVE TITLE SHEET - TORRINGTON-SAMPLE TRAFFIC SIGNAL <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the title sheet for the installation of a traffic <br />signal at the Torrington Gate on Sample Street was approved <br />and signed. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS <br />A.list containing 20 lots ordered cleaned by the Director of <br />the Neighborhood Code Enforcement Office was submitted. It <br />was noted that property owners had been advised to clean up <br />the lots and had failed to do so. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the environmental <br />list was filed. <br />APPROVE LICENSE APPLICATIONS <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the following license applications were approved and <br />referred to the Deputy Controller's Office for issuance: <br />Secondhand Dealer's License - Davis Flea Market <br />1404 S. Michigan <br />It was noted that the zoning was adequate, no fire code <br />violations were found on the premises and there were no <br />potential problems with off-street parking. <br />Open Air Stand License - Frank's Flowers <br />(approved retroactive to (a) Northwest corner, Ironwood & Edison <br />May 7, 1982, for a 3-day (b) Southeast corner, Sample & Fellows <br />period) <br />- Keith Produce <br />(a) Parking lot, Briteway Sales <br />(b) Southeast corner, Sample & Fellows <br />It was noted that the properties were properly zoned and no <br />objections to the location of the stands were raised by the <br />Bureau of Traffic and Lighting so long as the stands were <br />located back off the public right-of-way. Permission was <br />received from the property owners for use of the lots. The <br />Health Department and Neighborhood Code Enforcement Office <br />had given a favorable recommendation for the license issuance. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the Open Air Stand Licenses for Keith Produce for the <br />intersections of Sample and Kentucky, and Western and Chapin, <br />were denied because permission of the property owner to use the <br />lots was not submitted. In the case of the Western and Chapin <br />Street location, it was noted that the City of South Bend was <br />the owner of both the northwest and northeast corners and con- <br />struction would be commenced soon for radius improvements at <br />that location. <br />
