REGULAR MEETING <br />MARCH 22, 1982 <br />ENVIRONMENTAL CLEAN-UP OF LOTS <br />In accordance with the March 15, 1982, authorization of the Board, <br />the Director of the Neighborhood Code Enforcement Office submitted <br />a list of 11 lots which had been cleaned by the environmental <br />crews, in addition to the pick-up of 25 Christmas trees and the <br />cleaning of bridges in the city. It was noted that property <br />owners had been advised to clean up the lots and had failed to <br />do so. The Director of the Neighborhood Code Enforcement had, <br />therefore, ordered cleaning of the lots by the city's environmental <br />crews. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Kernan and carried, the list was filed. <br />AUTHORIZE EMERGENCY POWERS FOR FLOOD CAVE-IN REPAIRS <br />Mr. Leszczynski requested permission from the Board to waive the <br />public bidding process for the repair of several street cave-ins <br />which have occurred recently because of the river flooding, <br />specifically in the areas of Fox and St. Joseph Streets; Carroll <br />at Bowman Creek; and Miami and Chippewa Streets. He asked that <br />any cave-ins which occur as a result of the flooding in any part <br />of the city be handled in this manner. State Statutes provide <br />that, in the case of an emergency, the Board may contract for a <br />public works project without advertising for bids so long as at <br />least two quotes for the work are obtained. Upon a motion made <br />by Mr. Kernan, seconded by Mr. Leszczynski and carried, the <br />street cave-ins were determined to be emergency situations and <br />the requirements for public bidding were waived. It was noted <br />that Ziolkowski Construction, Rieth-Riley and McIntyre & Jones <br />would be contacted to submit a quote for the repair work. <br />FILING OF STREET LIGHT OUTAGE REPORT <br />The report indicated a total of five outages for the period of <br />March 10 through March 13, 1982. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Kernan and carried, the report <br />was filed. <br />APPROVAL OF CLAIMS <br />Mr. Elroy J. Kelzenberg, Director of the Michiana CETA Consortium, <br />submitted P. 0. No. 657 through No. 673 and recommended approval. <br />Chief Deputy Controller Sherrie L. Petz submitted Claim Docket <br />No. 4832 through No. 5405 and recommended approval.
