222 <br />REGULAR MEETING <br />MARCH 1, 1982 <br />APPROVAL OF CLAIMS <br />Mr. Elroy J. Kelzenberg, Director of the Michiana Area CETA <br />Consortium, submitted P. O. No. 565 through No. 588 and recom- <br />mended approval. Chief Deputy Controller Sherrie L. Petz sub- <br />mitted Claim Docket No. 3186 through No. 3697 and recommended <br />approval. Upon a motion made by '11r. Leszczynski, seconded by <br />Mr. Hill and carried, the reports were filed and the claims <br />and purchase orders were approved. <br />CITIZEN INQUIRY RE: ETHANOL PLANT SITE PREPARATION PROJECT <br />Mr. Leslie Doty, 3502 Lincolnway West, stated that the group he <br />represented felt construction of the Ethanol Plan would only help <br />to make a few people richer at the expense of the taxpayers. He <br />asked when the bid would be awarded for the de -mucking. Mr. <br />Hill explained that New Energy Corporation would likely close on <br />their loan guarantee around April 15th. He stated that, at this <br />point it was not known whether or not the city would even be <br />financing the de -mucking project. He felt Mr. Doty should <br />obtain all the facts before coming out in opposition to such a <br />project. Another gentleman in the audience asked if New Energy <br />Corporation would be reimbursing the city for the de -mucking <br />project. Mr. Hill stated that any increase in the assessed <br />valuation of taxes would be deferred to finance those improvements; <br />however, it was not known at this time whether or not that would <br />be the case. <br />There being no further business to come before the Board, upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the meeting was adjourned at 9:55 a.m. <br />J hn E.
