210 <br />REGULAR MEETING <br />FEBRUARY 16, 1982 <br />requirements for operation of taxicab service in the city, he <br />presented to the Board his certificate of insurance and introduced <br />Mr. James Yakim, a driver he had hired to drive his cab when Mr. <br />Thompson himself was not available. Mrs. Protenhauer explained <br />that in November, it had been determined that Mr. Thompson had <br />failed to meet the licensing requirements for the operation of <br />a taxicab service in South Bend. She stated that Mr. Thompson <br />was given until January 4, 1982, to comply with applicable <br />regulations and was not able to do so and had requested an <br />extension to February lst which was granted by the Board. She <br />further stated that, at the Board meeting of February 1, 1982, <br />the Board had revoked Mr. Thompson's Certificate of Public <br />Convenience for failure to submit documentation to the Board <br />during the time period required showing compliance. Subsequent <br />to that time, Mr. Thompson appeared in the Office of the Clerk <br />of the Board indicating that he did, in fact, comply with all <br />regulations. At that time, the Clerk instructed Mr. Thompson <br />that his Certificate of Public Convenience had been revoked, and <br />he could appeal that decision or submit to the Board his compliance, <br />at which time consideration would be given to him on the reinstate- <br />ment of his license. Mrs. Pfotenhauer itemized the areas of <br />compliance which must be met before the Board could consider <br />reinstatement of Mr. Thompson's license: <br />1. He must provide a 24-hour taxicab service as <br />required. <br />2. He must hire a licensed driver to drive his <br />cab during that 24-hour period when he himself <br />was not available. <br />3. He must equip his cab with a sealed, operational <br />taximeter. <br />Mr. Thompson stated that his meter had, at one time, been inspected <br />by Police Officer Sweitzer at the South Bend Police Department. <br />It was noted that a current inspection of all taximeters would be <br />conducted in April by the Sealer of Weights and Measures when a <br />route could be established for the actual test, at which time <br />all taxi drivers would be expected to have their meters inspected. <br />Mr. Thompson stated that Mr. James Yakim recently received approval <br />from the Controller for the issuance of his taxi driver's license <br />and would be driving a cab for Mr. Thompson during the hours of <br />8:00 a.m, to 5:00 p.m. After consideration of the statements <br />made by Mr. Thompson in which he stated he now complied with the <br />city regulations, Mr. Kernan made a motion that the Certiticate <br />of Public Convenience and Necessity for Grady Thompson be reinstated. <br />The motion was seconded by Mr. Leszczynski and carried. Mr. Kernan <br />advised Mr. Thompson that the reinstatement of his license was <br />given with the understanding that all requirements must continue <br />to be maintained and, if the Board was informed that Mr. Thompson <br />was again in violation of the regulations governing his taxicab <br />service, his Certificate would be revoked. <br />A119 V6ft---4Me_X- <br />hn Lesz z ki <br />ichardnL.
