M <br />REGULAR MEETING <br />FEBRUARY 16, 1982 <br />APPROVE INTENDED USE OF REVENUE SHARING FUNDS <br />February 15, 1982, was the date set for holding a public hearing <br />on the proposed use of revenue sharing funds in the amount of <br />$1,500,000.00 for police and fire pensions; however, because <br />the regular meeting of the Board of that date was rescheduled <br />to February 16th, the hearing was held at this time. The <br />Clerk tendered proofs of publication of notice in the South <br />Bend Tribune and the Tri-County News which were found to be <br />sufficient. In accordance with guidelines adopted for such <br />use of revenue sharing funds, information about this public <br />hearing was forwarded to the following senior citizen groups <br />with the request that the notice be posted: Foster Grandparents, <br />Hansel Neighborhood Center, REAL Services, Retired Senior Volunteer <br />Program, Senior Citizens Group of LaSalle Park, Harvest House <br />Centers and Howard Park Senior Citizens' Center. There was no <br />one present to speak against the proposed expenditure. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the public hearing was closed and the Clerk was <br />instructed to forward the minutes of this public hearing to <br />the Controller's Office and the City Clerk. <br />APPROVE STANDARD ROUTES FOR FUTURE ROAD RUN REQUESTS <br />Q Mr. Leszczynski advised that the Board has, for several years, <br />been confronted with numerous requests from organizations to <br />conduct road runs and races within the city limits. He stated <br />that several factors must be considered by the city when approving <br />the numerous routes submitted: safety of the participants is most <br />important and, because of this, many times additional manpower <br />is needed at critical intersections and points along the route <br />where traffic is heavy or there is danger to the runners. He <br />advised that, because of the present financial problems being <br />faced by the city, the Bureau of Traffic and Lighting and the <br />Police Traffic Division have requested the Board to give considera- <br />tion to the establishment of three standard routes which would <br />be utilized for all future road run requests, these standard <br />routes being the safest for the runners and posing the least <br />amount of problems for vehicular traffic. Mr. Ralph J. Wadzinski, <br />Manager of the Bureau of Traffic and Lighting stated that, <br />basically, all the races held during the past year utilized the <br />river corridor route along Riverside Drive or North Side Boulevard, <br />or the route around Rum Village, with the exception of two of <br />the races. He stated that, in these cases, a number of officers <br />were required to man various intersections and points along the <br />route because of the safety problem posed and the route used. <br />He stated that, in one particular race, 31 police officers were <br />used to man the race. He expressed concern over the safety <br />problems associated with the runs that are held on a timed <br />event, explaining that the runners are timed in crossing the <br />finish line and it would be very easy for an accident to occur <br />if only one vehicle entered the path of the race. He referred <br />to a map outlining the three standard routes as proposed: <br />^1. The northerly route (Pinhook), starting or ending <br />at Pinhook Park utilizing Riverside Drive to <br />Leeper Park (4 personnel needed to man race). <br />^2. The easterly route (Howard Park), starting or <br />ending at Howard Park utilizing North Side <br />Boulevard to about 21st Street (4 to 5 personnel <br />needed to man race). <br />*3. The southerly route (Rum Village), starting or <br />ending in Rum Village Park and utilizing <br />various surrounding streets (2 personnel at <br />minimum and 6 personnel at maximum needed to <br />man race). <br />%Subsequent to Board meeting, certain modifications in the above <br />routes were made by the Bureau of Traffic and Lighting. <br />
