204 FEBRUARY 16, 1982 REGULAR MEETING The regular meeting of the Board of Public Works was convened at 9:30 a.m., on.Tuesday, February 16, 1982, by President John E. Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. Joseph E. Kernan present. Also present was Assistant City Attorney Carolyn Pfotenhauer. MINUTES OF PREVIOUS MEETINGS APPROVED Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and carried, the minutes of the regular meeting of February 1, 1982, were approved as submitted. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the minutes of the special meeting of February 10, 1982, were approved as submitted. OPENING OF BIDS - BENDIX DRIVE SIGNALIZATION PROJECT February 15, 1982, was the date for receiving and opening sealed bids for the Bendix Drive Signalization Project. Because of the change in the regular Board meeting date as a result of Presidents' Day being celebrated on February 15th, the bids were received prior to the 9:30 a.m. deadline and held in the Board office until this time. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bids were opened and publicly read: Delp Electric, Inc. Bid was signed by Rex A. Nifong, 7843 Lilac Road non -collusion affidavit was in Plymouth, Indiana order,"and a 5% bid bond was submitted. $185,262.96 Arrow Electric Bid was signed by Harold Markward, 51160 Bittersweet Road non -collusion affidavit was in Granger, Indiana order, and a 5% bid bond was submitted. $198,248.60 Morse Electric Co. Bid was signed by Brett S. Morse, 712 North Niles Ave. non -collusion affidavit was in South Bend, Indiana order, and a 5% bid bond was submitted. $163,952.55 Mr. Leszczynski noted that the engineer's estimate for the project was approximately $197,000.00. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the above bids were referred to the Bureau of Traffic and Lighting and the Engineering Department for review and recommendation. APPROVE MASSAGE ESTABLISHMENT LICENSE - 519 E. JEFFERSON BOULEVARD Mr. Leszczynski advised that Ms. Evelyn Erika Mays, d/b/a L'Image Classique, 519 East Jefferson Boulevard, had applied for a renewal of her 1981 license for a massage establishment at the above address. He noted that, in accordance with the ordinance governing such establishments, a public hearing must be scheduled for the purpose of determining whether or not there were any objections to the establishment. Mr. Leszczynski stated that favorable recommenda- tions for the issuance of the license had been received from the Police Department, Fire Inspection Bureau, Building Department and Bureau of Traffic and Lighting. Ms. Georgia Luks, attorney for Ms. Mays, was in attendance. No objections or remonstrances to the continued operation of the massage establishment were received. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the public hearing was closed and the license was approved.
