204 <br />FEBRUARY 16, 1982 <br />REGULAR MEETING <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on.Tuesday, February 16, 1982, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. <br />Joseph E. Kernan present. Also present was Assistant City <br />Attorney Carolyn Pfotenhauer. <br />MINUTES OF PREVIOUS MEETINGS APPROVED <br />Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski <br />and carried, the minutes of the regular meeting of February 1, <br />1982, were approved as submitted. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the minutes of the special meeting of February 10, 1982, <br />were approved as submitted. <br />OPENING OF BIDS - BENDIX DRIVE SIGNALIZATION PROJECT <br />February 15, 1982, was the date for receiving and opening sealed <br />bids for the Bendix Drive Signalization Project. Because of the <br />change in the regular Board meeting date as a result of Presidents' <br />Day being celebrated on February 15th, the bids were received prior <br />to the 9:30 a.m. deadline and held in the Board office until this <br />time. The Clerk tendered proofs of publication of notice in the <br />South Bend Tribune and the Tri-County News which were found to be <br />sufficient. The following bids were opened and publicly read: <br />Delp Electric, Inc. Bid was signed by Rex A. Nifong, <br />7843 Lilac Road non -collusion affidavit was in <br />Plymouth, Indiana order,"and a 5% bid bond was <br />submitted. <br />$185,262.96 <br />Arrow Electric Bid was signed by Harold Markward, <br />51160 Bittersweet Road non -collusion affidavit was in <br />Granger, Indiana order, and a 5% bid bond was submitted. <br />$198,248.60 <br />Morse Electric Co. Bid was signed by Brett S. Morse, <br />712 North Niles Ave. non -collusion affidavit was in <br />South Bend, Indiana order, and a 5% bid bond was submitted. <br />$163,952.55 <br />Mr. Leszczynski noted that the engineer's estimate for the project <br />was approximately $197,000.00. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the above bids were referred to <br />the Bureau of Traffic and Lighting and the Engineering Department <br />for review and recommendation. <br />APPROVE MASSAGE ESTABLISHMENT LICENSE - 519 E. JEFFERSON BOULEVARD <br />Mr. Leszczynski advised that Ms. Evelyn Erika Mays, d/b/a L'Image <br />Classique, 519 East Jefferson Boulevard, had applied for a renewal <br />of her 1981 license for a massage establishment at the above address. <br />He noted that, in accordance with the ordinance governing such <br />establishments, a public hearing must be scheduled for the purpose <br />of determining whether or not there were any objections to the <br />establishment. Mr. Leszczynski stated that favorable recommenda- <br />tions for the issuance of the license had been received from the <br />Police Department, Fire Inspection Bureau, Building Department <br />and Bureau of Traffic and Lighting. Ms. Georgia Luks, attorney <br />for Ms. Mays, was in attendance. No objections or remonstrances <br />to the continued operation of the massage establishment were <br />received. Upon a motion made by Mr. Kernan, seconded by Mr. Hill <br />and carried, the public hearing was closed and the license was <br />approved. <br />
