177 <br />REGULAR MEETING <br />JANUARY 18, 1982 <br />The regular meeting of the Board of Public Works was convened at <br />9:40 a.m., on Monday, January 18, 1982, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. <br />Joseph E. Kernan present. Also present was Assistant City <br />Attorney Carolyn Pfotenhauer. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and <br />carried, the minutes of the January 4, 1982, regular meeting of <br />the Board were approved as submitted. <br />AGENDA ITEMS ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, consideration of two vehicle leases for renewals <br />for the Controller's and Attorney's vehicles were added to the <br />agenda following filing of the assessment roll for the Prairie <br />Avenue Sanitary Sewer Project. <br />OPENING OF BIDS - RADIO EQUIPMENT FOR POLICE DEPARTMENT <br />January 11, 1982, was the date set for receiving and opening <br />sealed bids for police radio equipment. Due to extreme weather <br />conditions and the cancellation of the Board meeting of that date, <br />the sole bid received was held, to be opened at the Board's next <br />meeting scheduled for today. The Clerk tendered proofs of publica- <br />tion of notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. The following bid was opened <br />and publicly read: <br />General Electric Company <br />5610 Crawfordsville Road <br />Suite 1202 <br />Indianapolis, Ind. 46224 <br />130 General Electric Type <br />with related equipment <br />Alternate Desk Charger <br />Alternate Portable Radio <br />related equipment (130) <br />Alternate Desk Charger <br />Bid was signed by R. E. Boaz, non - <br />collusion affidavit was in order, <br />and a 10% bid bond was submitted. <br />PE65KDWDMX Radios <br />with <br />Spare Equipment (Belt Loop) <br />$130,520.00 <br />$ 31.00@ <br />153,660.00 <br />37.00@ <br />4.00@ <br />Assistant City Attorney Pfotenhauer informed the Board that the <br />10% bid bond submitted by General Electric was not issued by a <br />surety having its principal place of business in the State of <br />Indiana. A representative from General Electric stated that <br />the bond had been issued by the Indianapolis office of the Chubb <br />Group of Insurance Companies. Mr. Hill explained that a new <br />state statute which went into effect in September of 1981, <br />provides that a surety issuing a bond for a bidder whose <br />principal place of business is not in the State of Indiana <br />must have its principal place of business in Indiana. Upon a <br />motion made by Mr. Hill, seconded by Mr. Kernan and carried, <br />General Electric Company was given a 48-hour period in which <br />to submit the proper bid security. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the bid was <br />referred to the Radio Communications Department and Police <br />Department for review and recommendation. <br />OPENING OF BIDS - SALE OF ABANDONED VEHICLES <br />January 11, 1982, was the date set for receiving and opening <br />sealed bids for the sale of 12 abandoned vehicles. Due to <br />extreme weather conditions and the cancellation of the Board <br />meeting of that date, bidders were given an opportunity to <br />submit their bids for a 48-hour period following the date of <br />the cancelled meeting. The bids received were held, to be <br />opened at the Board's next meeting scheduled for today. The <br />Clerk tendered proofs of publication of notice in the South Bend <br />
