15'7
REGULAR MEETING DECEMBER 14, 1981
APPROVE HOUSE MOVE - 702 RUSH STREET TO 613-615 CLINTON STREET
Mr. Leszczynski noted that, on November 9, 1981, the Board
listened to comments from residents in the vicinity of 613-615
Clinton Street concerning the proposed move of a house owned by
Mark Willemin from 702 Rush Street to the Clinton Street address.
Mr. Hill pointed out that no objections were raised by the
residents concerning the proposed move but they had certain
questions which the Board addressed at that time. Mr.
Leszczynski advised that Lykowski Construction would be
moving the structure one-half block north on Push Street and
then east along the east -west alley between Rush and Clinton
to the point of destination. The Building Department and
Bureau of Traffic and Lighting had no objection to the
proposed house move. Upon a motion made by Mr. Hill, seconded
by Mr. Leszczynski and carried, the house move was approved.
RECOMMENDATION RE: VACATION OF PORTION OF LATHROP STREET
Mr. Leszczynski stated that, in response to concerns raised by
Fire Chief Timothy J. Brassell at the Board meeting of December
7, 1981, when the public hearing on the proposed vacation of a
portion of Lathrop Street had been scheduled, a meeting had
been held with officials from the airport, the administration
and the Fire Department. As a result of that meeting, Fire
Chief Brassell's concerns were addressed and he was in support
of the proposed vacation since old Butternut Road could be used
as an emergency access because there were no immediate plans to
develop the area. Mr. Leszczynski noted that no objections to
the vacation were raised by the Engineering Department, Community
Development Department and Area Plan Commission, and the airport
had agreed to construct a cul-de-sac on Lathrop Street for a
turn -around. Upon a motion made by Mr. Leszczynski, seconded
by Mr. Hill and carried, a favorable recommendation for the
vacation of Lathrop Street from the Northeast corner of
Section 32, Township 38 North, Range 2 East, west approximately
3,400 feet to the East right-of-way line of Butternut Road was
forwarded to the Common Council.
APPROVE RECOMMENDATION TO DENY POOL HALL LICENSE - 1404 S. MICHIGAN
Mr. Joseph E. Kernan, City Controller, recommended the Board
deny the application of Walter Gus Fuell for a pool hall
license at 1404 South Michigan based on the Building Depart-
ment's investigation that the establishment of the pool hall
would be in violation of the city's zoning ordinance prohibiting
the establishment of more than two controlled use businesses
within 1,000 feet of each other. Upon a motion made by Mr.
Hill, seconded by Mr. Leszczynski and carried, the recommenda-
tion to deny the license was approved and the Clerk instructed
to so advise Mr. Fuell of the Board's decision and his right
to a public hearing on the matter. Mr. Kernan abstained.
APPROVE COMMUNITY DEVELOPMENT CONTRACT - ACTION. INC.
Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan
and carried, the Community Development contract with.ACTION,
Inc., in the amount of $10,000.00 for the establishment of
a non-profit group emergency repair grant program by which
Community Development funds would be used by ACTION to purchase
housing repair materials and to pay contractor costs for
emergency housing repair for eligible residents, was approved.
APPROVE ADVERTISING FOR SALE OF ABANDONED VEHICLES
A request was submitted from Katherine Barnard, Director of
the Neighborhood Code Enforcement Office, for the sale of 14
abandoned vehicles, 10 of which were valued at over $100. He
advised that all of the vehicles have been stored at Steve
and Gene's Impoundment Lot, 3109 South Gertrude Street, for
