139 <br />REGULAR MEETING <br />NOVEMBER 23,` 1981 <br />APPROVE RECOMMENDATION TO DENY RESTRICTED RESIDENTIAL <br />PARKING - 100 NORTH'NOTRE DAME AVENUE <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, recommended the Board deny the request for restricted <br />residential parking in the 100 block of Notre Notre Dame Avenue. <br />A study was conducted by the Bureau of Traffic and Lighting <br />which revealed the following results: Of the structures <br />located on 100 North Notre Dame Avenue, over 90% of the housing <br />units did sign the petition which concurred with the require- <br />ments of the ordinance. Of the 27 curb spaces available, at <br />no time were more than 75% of the spaces occupied. The average <br />occupancy during a 12-hour observation was 50%. During the . <br />same time, however, there were 10 out of the 12 hours of compliance <br />when more than 25% of the non-resident vehicle registration did <br />exist. This average was 33%. Under the ordinance conditions, <br />75% of the curb space available must be occupied and simultan- <br />eously more than 25% of the occupancy must be non-residential, <br />Of the 12 hours observed, zero hours complied with this require- <br />ment. In view of the findings of the Bureau of Traffic and <br />�. Lighting and because ordinance requirements were not met, upon <br />a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the recommendation to deny the request for restricted parking <br />was approved. <br />Q APPROVE HANDICAPPED PARKING SPACE 311 DONMOYER <br />A request was received by the Bureau of Traffic and Lighting <br />by Donald Beattie, 311 Donmoyer, requesting the installation of <br />a handicapped parking zone at that address because of a great <br />deal of traffic on Donmoyer, the problem of teachers from the <br />James Monroe School across the street parking on that side of <br />the street and the fact that Donmoyer Street was a bus route. <br />Mr. Beattie stated in his letter that his wife was handicapped <br />and, because of the parking in front of his house, he was <br />never able to park there: Mr. Wadzinski, in a memo to the <br />Board, indicated that a field check of the area revealed James <br />Monroe School located directly across the street, and the <br />south side of Donmoyer from Michigan to Fellows was a no <br />parking area with parking only on the north side. While the <br />property does have alley access from the rear, a field check <br />revealed that the garage at this location appeared to be <br />unused and the lot in question was one of the narrowest lots <br />on the block. In checks made on four separate days, it was <br />found that the parking spaces in and around 311 East Donmoyer <br />were occupied for the most part by personnel from the school. <br />Upon a motion made by Mr. Hill, seconded by Mr. Leszczynski <br />and carried, the designation of a handicapped parking space <br />in front of the residence at 311 East Donmoyer was approved <br />based upon the foregoing circumstances, and findings of the <br />Bureau of Traffic and Lighting. <br />REQUEST FOR PARADE — KNIGHTS OF COLUMBUS <br />A request for an annual March for Life parade on Sunday, ,January <br />24, 1981, at 1:30 p.m. was received from the Knights of Columbus. <br />The proposed route is as follows: <br />West on Park Lane from the Knights of Columbus <br />parking lot; south on Main Street to Wayne , <br />Street; west on Wayne Street to Taylor Street; <br />and south on Taylor Street to St. Patrick's Church. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above request was referred to the Bureau of Traffic <br />and Lighting and the Police Traffic Division for review and <br />recommendation. <br />
