95 <br />REGULAR MEETING <br />OCTOBER 12, 1981 <br />APPROVE REQUEST TO SEEK PROPOSALS FOR PIGEON CONTROL <br />(PLAZA, PIER PARK AND WESTERN AVENUE VIADUCT) <br />Mr. Leszczynski stated that the city's present contract with <br />Franklin Pest Control for pigeon control on. River Bend Plaza, <br />Pier Park and the Western Avenue Viaduct expired on November <br />30, 1981. He advised that it would be necessary to again seek <br />proposals for this service for the period starting December 1, <br />1981, through November 30, 1982. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the request <br />was approved. <br />APPROVAL OF COMMUNITY DEVELOPMENT CONTRACTS <br />Mr. Leszczynski advised that the following Community Development <br />Contracts had been submitted for approval: <br />Madison Center, Inc. <br />Program: Rape crisis counseling for victims of <br />rape and sexual assault in Community <br />Development target areas. <br />C Budget: Not to exceed $12,500.00 <br />Community Coordinated Child Care of St. Joseph County <br />Program: To provide day care stipends for children <br />of low and moderate income families in <br />Community Development target areas at the <br />Broadway Christian Parish, Circle of Mercy <br />Day Care, El Campito Day Care, Episcopal <br />Day Care, 1st Methodist Day Care. Learning <br />Twig and Martin Day Care Center. <br />Budget: Not to exceed $16,759.00 <br />Bureau of Housing (YWCA Building Rehabilitation - <br />Addendum II) <br />Program: Repair of boiler system at YWCA Building. <br />Mr. Leszczynski stated that the boiler <br />system replacement was higher than <br />anticipated and Addendum II was necessary <br />to appropriate the additional funds. <br />Budget: $5,671.90 <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the above contracts were approved. <br />APPROVAL OF TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the following traffic control devices were approved: <br />Install No Parking - South side of Ford, from Railroad <br />track west of Harris to Walnut <br />Revise to Multi -Way Stop - Colfax and Tuxedo Drive. It <br />was noted that, because of a higher traffic volume <br />on Colfax than on Tuxedo, the intersection be made <br />a multi -way stop for approximately six months in <br />preparation for the reversal of the stop signs <br />from Colfax onto Tuxedo Drive. <br />APPROVAL OF ENVIRONMENTAL CLEAN-UP OF LOTS <br />A request from the Neighborhood Code Enforcement Office was <br />received for permission to have city environmental crews clean <br />the following lots within the city: <br />
