Im <br />REGULAR MEETING OCTOBER 12, 1981 <br />DESIGNATE "TRICK OR TREAT" DATE AND TIME FOR HALLOWEEN <br />Mr. Leszczynski stated that the Board had discussed the possibility <br />of designating Friday, October 30, 1981, as the official time for <br />"trick or treaters He stated that the Board office had received <br />two calls from the citizenry, one asking that "trick or treat" <br />hours be observed on the 30th and the other citizen requesting <br />that Halloween be celebrated on the 31st. Per. Kernan stated <br />that he had received a few calls in support of observing "trick <br />or treat" on the 30th. Mr. Hill stated that, in particular <br />neighborhoods, there is a great deal of increased traffic <br />because of the Notre Dame home football game. In addition, <br />he felt that, if "trick or treaters" were allowed on the <br />Friday proceding the game, the Police Department would be better <br />able to deal with any problems that may come up since they would <br />not also be engaged in duties relating to the game on Saturday. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the Board officially designated Friday, October 30, 1981, from <br />5:00 p.m. to 7:00 p.m. as "trick or treat" time. <br />�- APPROVAL OF ESCROW AGREEMENT - BROWN AND BROWN <br />CONTRACTORS (FIRST BANK CENTER) <br />Mr. Kernan stated that, in accordance with past policy and require- <br />ments, any contractor doing work on the First Bank Center in an <br />amount over $100,000 is required to sign an Escrow Agreement <br />which involved the retainage of funds to be held in an interest - <br />earning escrow account. He stated that a standard form of <br />agreement is used. Upon a motion made by Mr. Hill, seconded <br />by Mr. Kernan and carried, the Escrow Agreement for Brown and <br />Brown Contractors was approved. It was noted that, because of <br />recent change orders, the contract sum had increased to over <br />$100,000. <br />APPROVAL OF CHANGE ORDERS FOR FIRST BANK CENTER <br />Mr. Leszczynski stated that Interior Finishes, Inc. had submitted <br />Change Order No. 2 to its contract for quarry tile'work on the <br />First Bank Center in the amount of an addition of $13,809.00 <br />because of a revision in the tile. It was noted that the <br />construction manager, architect and Patrick McMahon had <br />reviewed the change order and had found it to be in order. <br />The new contract sum, including the above change order, was <br />$150,829.00. Upon a motion made by Mr. Kernan, seconded by <br />Mr. Leszczynski and carried, the above change order was approved. <br />Change Order No. 5 was submitted to the Board for approval from <br />Koontz -Wagner Electric for revisions in electrical work on the <br />First Bank Center Project which amounted to an addition of <br />$19,081.00. It was noted that the construction manager, <br />architect and Patrick McMahon had reviewed the change order and <br />had found it to be in order. The new contract sum, including <br />the above change order, was $94,930.06. Upon a motion made by <br />Mr. Hill, seconded by Mr. Leszczynski and carried, the above <br />change order was approved. <br />Mr. Leszczynski stated that Change Order No. 2 in the amount of <br />an increase of $7,621.00 for flag poles on the First Bank Center <br />site had been submitted by Brown and Brown Contractors. He <br />advised that the change order had been reviewed and found to be <br />in order by the construction manager, architect. and Patrick <br />McMahon. He stated that the Board had, on October 5, 1981, <br />approved Change Orders No. 1 and 3 for increases in Brown and <br />Brown's contract. The new contract sum, including all three <br />change orders, was $300,284.00. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Leszczynski and carried, the above change orders <br />for Interior Finishes, Koontz -Wagner Electric and Brown and <br />Brown Contractor were approved. <br />
