75 REGULAR MEETING SEPTEMBER 28, 1981 APPROVE REQUEST TO ADVERTISE TO RECEIVE BIDS (OFFICE EQUIPMENT AND BURGLAR ALARM SYSTEMS FOR C.O.P. SUBSTATIONS) Police Chief Dan Thompson requested permission from the Board to cause legal advertising for the receipt of sealed bids for the purchase of various office equipment and burglar alarm systems for the three new police substations under the Community Oriented Policing Program located at the rear of Fire Station No. 4, at 1618 N. Main Street, and at 420 North Frances Street. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the request was approved, with sealed bids to be received by the Board at'its meeting on October 12, 1981. APPROVE APPLICATIONS FOR OPEN AIR STAND LICENSE (EDISON & IRONWOOD) An application was submitted by Dick and Suzy Morrison, 754 South Ironwood Drive, for an open air stand license at the Sunoco Gas Station at Edison and Ironwood for October 3, 10, 24 and 31, and for November 7, for the sale of silver helium balloons. Mr. Kernan noted that the dates correspond with Notre Dame home �. football games. He also noted that permission to use the gas station lot had been submitted. Mr. Kernan expressed concern about the request to move into the street to sell the balloons in view of the heavy traffic usually encountered at the intersection. C( Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the application was approved, subject to a favorable review by the Traffic and Lighting Bureau and the Police Traffic Division, and with the stipulation that, under no circumstances would the sale of the balloons be permitted in the public right-of-way. PROPOSED "TRICK OR TREAT" DATE AND HOURS FOR HALLOWEEN Mr. Kernan stated that it had been suggested the city establish the Friday prior to Halloween from 5:00 p.m. to 7:00 p.m. as the official "Trick or Treat" time in South Bend in view of the fact that October 31st was a Notre Dame home football game. He expressed concern about trick or treaters out in the neighborhoods when there would be additional traffic because of the game. He stated that, from the standpoint of public safety and having children out on the streets, consideration should be given to the suggestion. He asked that the public contact the Board of Works with their comments on the subject prior to October 12, 1981, when the Board would establish the official "trick or treat" time. FILING OF NOTIFICATION OF PARKING RATE ADJUSTMENTS'` Mr. Harry Coffman, South Bend Parking Company, Inc., submitted a notification of rate increases at the following parking lots: 123 N. Main St. Lot #1 1.25 up to 12 hours 135 N. Main St. Lot #5 1.25 up to 12 hours 220 W. Wayne St. Lot #20 1.25 up to 12 hours 114 W. Washington Lot #2 .75 up to one hour 1.25 up to 12 hours 1.00 evenings 115 E.
