75 <br />REGULAR MEETING <br />SEPTEMBER 28, 1981 <br />APPROVE REQUEST TO ADVERTISE TO RECEIVE BIDS (OFFICE <br />EQUIPMENT AND BURGLAR ALARM SYSTEMS FOR C.O.P. SUBSTATIONS) <br />Police Chief Dan Thompson requested permission from the Board to <br />cause legal advertising for the receipt of sealed bids for the <br />purchase of various office equipment and burglar alarm systems <br />for the three new police substations under the Community <br />Oriented Policing Program located at the rear of Fire Station <br />No. 4, at 1618 N. Main Street, and at 420 North Frances Street. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and <br />carried, the request was approved, with sealed bids to be <br />received by the Board at'its meeting on October 12, 1981. <br />APPROVE APPLICATIONS FOR OPEN AIR STAND LICENSE (EDISON & IRONWOOD) <br />An application was submitted by Dick and Suzy Morrison, 754 South <br />Ironwood Drive, for an open air stand license at the Sunoco Gas <br />Station at Edison and Ironwood for October 3, 10, 24 and 31, and <br />for November 7, for the sale of silver helium balloons. Mr. <br />Kernan noted that the dates correspond with Notre Dame home <br />�. football games. He also noted that permission to use the gas <br />station lot had been submitted. Mr. Kernan expressed concern <br />about the request to move into the street to sell the balloons <br />in view of the heavy traffic usually encountered at the intersection. <br />C( Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the application was approved, subject to a favorable review by <br />the Traffic and Lighting Bureau and the Police Traffic Division, <br />and with the stipulation that, under no circumstances would the <br />sale of the balloons be permitted in the public right-of-way. <br />PROPOSED "TRICK OR TREAT" DATE AND HOURS FOR HALLOWEEN <br />Mr. Kernan stated that it had been suggested the city establish <br />the Friday prior to Halloween from 5:00 p.m. to 7:00 p.m. as <br />the official "Trick or Treat" time in South Bend in view of the <br />fact that October 31st was a Notre Dame home football game. He <br />expressed concern about trick or treaters out in the neighborhoods <br />when there would be additional traffic because of the game. He <br />stated that, from the standpoint of public safety and having <br />children out on the streets, consideration should be given to <br />the suggestion. He asked that the public contact the Board of <br />Works with their comments on the subject prior to October 12, 1981, <br />when the Board would establish the official "trick or treat" time. <br />FILING OF NOTIFICATION OF PARKING RATE ADJUSTMENTS'` <br />Mr. Harry Coffman, South Bend Parking Company, Inc., submitted a <br />notification of rate increases at the following parking lots: <br />123 N.
