REGULAR MEETING SEPTEMBER 21, 1981 APPROVAL OF CONSULTING AGREEMENT (FIRST BANK CENTER INSPECTIONS) Mr. James Markle, Building Commissioner, requested the Board's approval of a consulting agreement between the city and Edwin D. Van Ryn at a cost of $35.00 per hour not to exceed $6,000.00 for supervision of code compliance and occupancy certification of the First Bank Center. Mr. Markle stated that there will be various systems in the Center which relate to health, safety and fire prevention, and it was the city's desire to hire an inspector to deal in this area for as long as necessary prior to completion of the building. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the agreement was approved. APPROVAL OF CONTRACT FOR SERVICES (YOUTH SERVICE BUREAU AND CETA) Mr. Billy Powell explained the purpose of the contract submitted for Board approval between the Youth Service Bureau and The Youth Employment Company, 70001 Ltd. He advised that the Youth Service Bureau was desirous of entering into a contract with CETA for a National Youth Employment Program in order to secure jobs for approximately 50 youths between the ages of 16 and 21. Mr. Leszczynski noted that the amount of the contract was $11,050.00. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the contract was approved. FILING OF ASSESSMENT ROLL - VACATION RESOLUTION NO. 3513, 1981 (LINCOLN MANOR ADDITION) John E. Leszczynski, City Engineer, filed an Assessment Roll with respect to Vacation Resolution No. 3513, 1981, for the vacation of the first east -west alley south of Ardmore Trail, running north- easterly from Bendix to the intersection of the West right-of- way line of the first north -south alley extended north, being in Westchester lst Addition to the City of South Bend (approximate distance of alley to be vacated is 122 feet). The following property may be injuriously or beneficially affected by such vacation: Lots 38, 39, 40 and 41, Westchester lst Addition to the City of South Bend. The Assessment Roll lists $0.00 net damages and $0.00 net benefits to the abutting properties. Upon a motion made by Mr. Leszczynski, seconded by Mr_ Hill and carried, the Assessment Roll was filed and set for public hearing on October 19, 1981. APPROVAL OF ANNUAL HOLIDAY FESTIVAL PARADE A request was received from Nelson Abrahams, President of the Downtown South Bend Council, for permission to again conduct the Annual Holiday Festival Parade on Saturday morning, November 21, 1981. A copy of the Certificate of Insurance covering the event was also submitted. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the parade was approved, subject to any recommendations proposed by the Bureau of Traffic and Lighting and the Police Traffic Division. APPROVAL OF TRAFFIC CONTROL DEVICES Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and Light- ing submitted the following traffic control devices: INSTALL STOP SIGN - On Fairview at Main. REMOVE NO PARKING BUS ZONE 8AM-4PM - East side of 27th Street between Vine and Pleasant. INSTALL NO PARKING BUS LOADING ZONE 8AM-4PM - 2726 Vine Street. REMOVE 30 MINUTE PARKING 6AM-6PM - 1422-1426 Mishawaka Avenue. INSTALL STOP SIGN - On Hill & Napoleon. INSTALL STOP SIGN - On Napoleon & St. Peter.
