REGULAR MEETING SEPTEMBER 21, 1981 <br />APPROVAL OF CONSULTING AGREEMENT (FIRST BANK CENTER INSPECTIONS) <br />Mr. James Markle, Building Commissioner, requested the Board's <br />approval of a consulting agreement between the city and Edwin <br />D. Van Ryn at a cost of $35.00 per hour not to exceed $6,000.00 <br />for supervision of code compliance and occupancy certification <br />of the First Bank Center. Mr. Markle stated that there will be <br />various systems in the Center which relate to health, safety and <br />fire prevention, and it was the city's desire to hire an inspector <br />to deal in this area for as long as necessary prior to completion <br />of the building. Upon a motion made by Mr. Kernan, seconded by <br />Mr. Hill and carried, the agreement was approved. <br />APPROVAL OF CONTRACT FOR SERVICES (YOUTH SERVICE BUREAU AND CETA) <br />Mr. Billy Powell explained the purpose of the contract submitted <br />for Board approval between the Youth Service Bureau and The Youth <br />Employment Company, 70001 Ltd. He advised that the Youth Service <br />Bureau was desirous of entering into a contract with CETA for a <br />National Youth Employment Program in order to secure jobs for <br />approximately 50 youths between the ages of 16 and 21. Mr. <br />Leszczynski noted that the amount of the contract was $11,050.00. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the contract was approved. <br />FILING OF ASSESSMENT ROLL - VACATION RESOLUTION <br />NO. 3513, 1981 (LINCOLN MANOR ADDITION) <br />John E. Leszczynski, City Engineer, filed an Assessment Roll with <br />respect to Vacation Resolution No. 3513, 1981, for the vacation of <br />the first east -west alley south of Ardmore Trail, running north- <br />easterly from Bendix to the intersection of the West right-of- <br />way line of the first north -south alley extended north, being <br />in Westchester lst Addition to the City of South Bend (approximate <br />distance of alley to be vacated is 122 feet). The following <br />property may be injuriously or beneficially affected by such <br />vacation: <br />Lots 38, 39, 40 and 41, Westchester lst <br />Addition to the City of South Bend. <br />The Assessment Roll lists $0.00 net damages and $0.00 net <br />benefits to the abutting properties. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr_ Hill and carried, the Assessment <br />Roll was filed and set for public hearing on October 19, 1981. <br />APPROVAL OF ANNUAL HOLIDAY FESTIVAL PARADE <br />A request was received from Nelson Abrahams, President of the <br />Downtown South Bend Council, for permission to again conduct the <br />Annual Holiday Festival Parade on Saturday morning, November 21, <br />1981. A copy of the Certificate of Insurance covering the event <br />was also submitted. Upon a motion made by Mr. Kernan, seconded <br />by Mr. Hill and carried, the parade was approved, subject to <br />any recommendations proposed by the Bureau of Traffic and Lighting <br />and the Police Traffic Division. <br />APPROVAL OF TRAFFIC CONTROL DEVICES <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and Light- <br />ing submitted the following traffic control devices: <br />INSTALL STOP SIGN - On Fairview at Main. <br />REMOVE NO PARKING BUS ZONE 8AM-4PM - East side of 27th <br />Street between Vine and Pleasant. <br />INSTALL NO PARKING BUS LOADING ZONE 8AM-4PM - 2726 Vine Street. <br />REMOVE 30 MINUTE PARKING 6AM-6PM - 1422-1426 Mishawaka Avenue. <br />INSTALL STOP SIGN - On Hill & Napoleon. <br />INSTALL STOP SIGN - On Napoleon & St. Peter. <br />
