REGULAR MEETING SEPTEMBER 14, 1931 REQUEST TO PURCHASE CITY -OWNED PROPERTY (1004 SORIN STREET) A request to purchase the city -owned lot located at 1004 Sorin Street was received from Dale Owens, 1029 East Miner Street. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the request was referred to the various city agencies for a determ- ination as to whether or not the city need retain the property for any reason. APPROVAL OF BLOCK PARTY REQUEST - 1800 BLOCK OF NORTH COLLEGE A favorable recommendation was received from the Bureau of Traffic and Lighting for approval of the block party request of Mrs. W. H. Frame, 1831 North College Street for a block party to be held in the 1800 block of North College on September 19, 1981, from noon to midnight, subject to the maintenance of a 12-foot clear and unobstructed lane at either curb or down the center of the street. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the recommendation was approved. REQUEST FOR 4-WAY STOP AT FRANKLIN AND WEST EWING A request was received from Mary Northern, 317 West Ewing, regarding the intersection of Franklin and West Ewing and the inquiry into the possibility of installing a four-way stop at that location. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the request was referred to the Bureau of Traffic and Lighting for review and recommendation. APPROVAL OF OPEN AIR STAND LICENSE ON RIVER BEND PLAZA (JIMMY LEWIS A favorable recommendation from Mikki Dobski, River Bend Plaza Coordinator, was received concerning the request of Jimmy Lewis for permission to sell sea -shell jewelry boxes on the Plaza for a few days during the month of September. There was a brief discussion on the item to be sold, and Ms. Dobski stated that Mr. Lewis made the jewelry boxes from sea shells, and she did not think there would be a problem with competition of the downtown stores. There was also a brief discussion on the insurance require- ments, after which Mr. Masters suggested that Mr. Lewis be required to file an Indemnification Agreement in order to sell the home-made crafts. Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski and carried, the open air stand license was approved subject to favorable review by the Redevelopment Department and Downtown South Bend Council, and the filing of the appropriate indemnifica- tion agreement. APPROVAL OF HANDICAPPED PARKING PERMITS Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the following handicapped parking permits were approved and referred to the Deputy Controller's Office for issuance: Odessa Contat, 3014 Pleasant, S.B. Ben Karaszewski, 4101 Sunset Nerma Goodsell, 52959 N. Hastings, S.B. Gerald M. Waechter, 1160 E. McKinley, S.B. APPROVE ENVIRONMENTAL CLEAN-UP OF LOTS A request from the Neighborhood Code Enforcement Office was received for permission to have city environmental crews clean the ,following lots within the city: 1315 W. Jefferson 1132 E. Donald 1102 E. Bissell 403 E. Dubail 139 E. Broadway 405 E. Dubail 1525 W. Colfax 421 N. Eddy rear of 423 E. Corby lot S. of 1618 N. Elmer, lot 49
