REGULAR MEETING SEPTEMBER 14, 1931 <br />REQUEST TO PURCHASE CITY -OWNED PROPERTY (1004 SORIN STREET) <br />A request to purchase the city -owned lot located at 1004 Sorin <br />Street was received from Dale Owens, 1029 East Miner Street. Upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the request was referred to the various city agencies for a determ- <br />ination as to whether or not the city need retain the property for <br />any reason. <br />APPROVAL OF BLOCK PARTY REQUEST - 1800 BLOCK OF NORTH COLLEGE <br />A favorable recommendation was received from the Bureau of Traffic <br />and Lighting for approval of the block party request of Mrs. W. H. <br />Frame, 1831 North College Street for a block party to be held in <br />the 1800 block of North College on September 19, 1981, from noon <br />to midnight, subject to the maintenance of a 12-foot clear and <br />unobstructed lane at either curb or down the center of the street. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the recommendation was approved. <br />REQUEST FOR 4-WAY STOP AT FRANKLIN AND WEST EWING <br />A request was received from Mary Northern, 317 West Ewing, regarding <br />the intersection of Franklin and West Ewing and the inquiry into the <br />possibility of installing a four-way stop at that location. Upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, <br />the request was referred to the Bureau of Traffic and Lighting for <br />review and recommendation. <br />APPROVAL OF OPEN AIR STAND LICENSE ON RIVER BEND PLAZA (JIMMY LEWIS <br />A favorable recommendation from Mikki Dobski, River Bend Plaza <br />Coordinator, was received concerning the request of Jimmy Lewis <br />for permission to sell sea -shell jewelry boxes on the Plaza for <br />a few days during the month of September. There was a brief <br />discussion on the item to be sold, and Ms. Dobski stated that Mr. <br />Lewis made the jewelry boxes from sea shells, and she did not <br />think there would be a problem with competition of the downtown <br />stores. There was also a brief discussion on the insurance require- <br />ments, after which Mr. Masters suggested that Mr. Lewis be required <br />to file an Indemnification Agreement in order to sell the home-made <br />crafts. Upon a motion made by Mr. Kernan, seconded by Mr. Leszczynski <br />and carried, the open air stand license was approved subject to <br />favorable review by the Redevelopment Department and Downtown <br />South Bend Council, and the filing of the appropriate indemnifica- <br />tion agreement. <br />APPROVAL OF HANDICAPPED PARKING PERMITS <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the following handicapped parking permits were approved <br />and referred to the Deputy Controller's Office for issuance: <br />Odessa Contat, 3014 Pleasant, S.B. <br />Ben Karaszewski, 4101 Sunset <br />Nerma Goodsell, 52959 N. Hastings, S.B. <br />Gerald M. Waechter, 1160 E. McKinley, S.B. <br />APPROVE ENVIRONMENTAL CLEAN-UP OF LOTS <br />A request from the Neighborhood <br />Code Enforcement Office was received <br />for permission to have city environmental <br />crews clean the ,following <br />lots within the city: <br />1315 W.
