10 <br />REGULAR MEETING <br />JULY 20, 1981 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m., on Monday, July 20, 1981, by President John E. Leszczynski, <br />with Mr. Leszczynski, Mr. Richard L. Hill and Mr. Joseph E. Kernan <br />present. Also present was.Deputy City Attorney Terry A. Crone. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, <br />the minutes of the.July 13, 1981, regular meeting of the Board were <br />approved as submitted. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, an agreement for the lease/purchase of an office copier <br />for the City Clerk was added to the agenda following approval of <br />the agreement for improved railroad crossing warning devices at <br />Ford and Walnut Streets. <br />PUBLIC HEARING ON VACATION RESOLUTION N0 3510, 1981 (LOUIE'S TUX SHOP) <br />This was the date set for holding a public hearing on Vacation Resolu- <br />tion No. 3510, 1981, for the vacation of the first alley south of <br />Lincolnway West, running westerly from Chapin Street (inner belt) <br />to Cushing Street, excepting the north -south alley right-of-way; <br />the west 119 feet more or less being in Heintzman's Addition and <br />the east 300 feet more or less being in Kunstman's lst Addition to <br />the City of South Bend. The Clerk tendered proofs of publication <br />of notice in the South Bend Tribune and the Tri-County News which <br />were found to be sufficient. It was noted that a notice had been <br />sent to all property owners in the vicinity of the proposed vacation <br />and letters had been received from the Engineering Department and <br />the Community Development Department indicating that there was no <br />objection to the proposed vacation. Mr. Leszczynski noted that the <br />Area Plan Commission recommended the alley not be vacated because of <br />potential access problems which could be caused to residents fronting <br />on the alley. Mrs. Rhonda Kies, 420 Cushing Street, stated that she <br />had no objection to the vacation of the alley provided she would not <br />have access problems. She asked for assurance that she would be <br />able to use her garage which fronted on the alley in question. Mr. <br />Ron Gerencher, Vice President of Louie's Tux Shop, felt there would <br />be no problems in providing access to Mrs. Kies. Mrs. Clara Brooks, <br />410 Melkus Court, expressed concern about the alley vacation and the <br />problems she would have with access. Mr. Gerencher explained that <br />Louie's Tux Shop, the other businesses bordering on the alley and <br />Mr. and Mrs. Blake had signed the petition for vacation of the alley <br />primarily because of the burglaries and vandalism which has occurred <br />in the area. He stated that it was their hope that, if the alley <br />was vacated, better security could be provided to the properties <br />bordering the alley. He also stated that Louie's Tux Shop would <br />probably erect a fence around its property pending vacation of the <br />alley. He expressed hope that the area then could be cleaned out and <br />paved in conjunction with the other businesses on the alley. Mr. <br />Leszczynski advised that the Board wished to delay action on the <br />alley vacation until such a time that a site visit could be accomplished <br />by the Board members. He advised that the inspection would take place <br />within the week in order that final action on the alley vacation <br />could be taken at the regular Board .meeting on July 27, 1981. Upon <br />a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the public hearing was continued to the July 27th meeting of the <br />Board. <br />APPROVAL OF HOUSE MOVE - CORNER OF MADISON AND ST. LOUIS <br />TO 910 N. ST. LOUIS <br />Mr. William E. Voor, attorney representing the Housing Authority, <br />stated that the Housing Authority was desirous of moving a house <br />from a temporary location at Madison and St. Louis to 910 North St. <br />Louis by Lykowski Construction Company on July 23, 1981. It was <br />noted that adjacent property owners had been notified of the proposed <br />
