417 REGULAR MEETING OCTOBER 31, 1983 APPROVE RELEASE OF CONTRACTOR'S BOND Mr. Ray S. Andrysiak, P.E., Engineering Department, recom- mended the Contractor's Bond of Roger Wright be released effective October 31, 1983. Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the above Contractor's Bond was released APPROVE HANDICAPPED PARKING PERMITS Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the following (2) handicapped parking permit applications were approved and referred to the Deputy Controller's office for issuance of permits: Charles Milton Coleman, 4238 Hickory, Apt. 1 Chester L. Kaufman, 23700 Marquette, S.B. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS A report from the Department of Code Enforcement indicating that a total of one -hundred fourteen (114) properties were cleaned from October 24, 1983 to October 28, 1983 was submitted. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the report was filed. APPROVE CLAIMS Chief Deputy Controller Sherrie L. Petz submitted Claim Docket No. 21578 through Claim Docket No. 22028 and recom- mended approval. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the report was filed and the claims approved. PRIVILEGE OF THE FLOOR: COMMENTS REGARDING LIMOUSINE SERVICES ACTING AS TAXI CABS Mr. James Wensits, South Bend Tribune reporter, informed the Board that Mr. Bert Liss of the Yellow Cab Company had concerns about the action the Board took on October 17, 1983 in licensing limousine services to operate as taxi cabs. Mr. Wens.its asked if in looking back the Board expects the limousine services that were licensed to operate as a taxi cab service and maintain a 24-hour central office. Board Attorney Carolyn V. Pfotenhauer explained that the ordinance indicates that applicants must maintain a central place of business and keep the office open 24-hours a day for the purpose of receiving calls and dispatching cabs. The service must indicate to the caller how long it will be before the request can be met. Mr. Hill advised that if an applicant that currently holds a license cannot answer the call and does not comply with the requirements of the ordinance, action would be taken to remove the license. Mr. Hill further advised Mr. Wensits that if Mr. Liss has complaints regarding certain limousine services not complying with the requirements of the ordinance, the Board is ready to hear them.
