417 <br />REGULAR MEETING <br />OCTOBER 31, 1983 <br />APPROVE RELEASE OF CONTRACTOR'S BOND <br />Mr. Ray S. Andrysiak, P.E., Engineering Department, recom- <br />mended the Contractor's Bond of Roger Wright be released <br />effective October 31, 1983. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Kernan and carried, the above <br />Contractor's Bond was released <br />APPROVE HANDICAPPED PARKING PERMITS <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan <br />and carried, the following (2) handicapped parking permit <br />applications were approved and referred to the Deputy <br />Controller's office for issuance of permits: <br />Charles Milton Coleman, 4238 Hickory, Apt. 1 <br />Chester L. Kaufman, 23700 Marquette, S.B. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS <br />A report from the Department of Code Enforcement indicating <br />that a total of one -hundred fourteen (114) properties were <br />cleaned from October 24, 1983 to October 28, 1983 was <br />submitted. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the report was filed. <br />APPROVE CLAIMS <br />Chief Deputy Controller <br />Sherrie L. Petz submitted Claim <br />Docket No. 21578 through <br />Claim Docket <br />No. 22028 and recom- <br />mended approval. Upon a <br />motion made <br />by Mr. Leszczynski, <br />seconded by Mr. Hill and <br />carried, the <br />report was filed and <br />the claims approved. <br />PRIVILEGE OF THE FLOOR: <br />COMMENTS REGARDING LIMOUSINE SERVICES <br />ACTING AS TAXI CABS <br />Mr. James Wensits, South Bend Tribune reporter, informed the <br />Board that Mr. Bert Liss of the Yellow Cab Company had <br />concerns about the action the Board took on October 17, 1983 <br />in licensing limousine services to operate as taxi cabs. <br />Mr. Wens.its asked if in looking back the Board expects <br />the limousine services that were licensed to operate as a <br />taxi cab service and maintain a 24-hour central office. <br />Board Attorney Carolyn V. Pfotenhauer explained that the <br />ordinance indicates that applicants must maintain a <br />central place of business and keep the office open 24-hours <br />a day for the purpose of receiving calls and dispatching <br />cabs. The service must indicate to the caller how long <br />it will be before the request can be met. <br />Mr. Hill advised that if an applicant that currently holds <br />a license cannot answer the call and does not comply with <br />the requirements of the ordinance, action would be taken <br />to remove the license. Mr. Hill further advised Mr. <br />Wensits that if Mr. Liss has complaints regarding <br />certain limousine services not complying with the <br />requirements of the ordinance, the Board is ready to <br />hear them. <br />
