415 <br />REGULAR MEETING <br />OCTOBER 31, 1983 <br />FILING OF ORDER - PUBLIC SERVICE COMMISSION (PERMISSION <br />TO REGULATE SOUNDING OF TRAIN WHISTLES) <br />Mr. Leszczynski advised that the Public Service Commission <br />of Indiana on October 19, 1983, approved an order granting <br />the City of South Bend permission to regulate by ordinance <br />the sounding of train whistles, horns and bells at six (6) <br />designated crossings within the City. The six (6) crossings <br />in issue are within the City limits and are the crossings <br />of Leer Street, Vernon Street, Twyckenham Drive, Caroline <br />Street, Robinson Street and Ironwood Drive. The Order <br />further stated that the City shall cause to be erected on <br />each side of each crossing warning signs in compliance <br />with the standards as adopted by the Indiana State Highway <br />Commission stating "Trains Do Not Whistle". Mr. Hill <br />advised that attempts will be made to alert the public <br />of this change and to make them aware that motion sensors <br />at the crossings are tripped when the train is one (1) <br />block away from that particular crossing. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill.and carried, <br />the Order of the PSC was filed and the Bureau of Traffic <br />and Lighting and the City Clerk's Office will be advised <br />of the January 1, 1984 implementation date. <br />APPROVE CONTRACT EXTENSION - CONRAD ASSOCIATES EAST <br />(REPAIRS TO CITY PARKING STRUCTURES NO. 1 & 2) <br />Mr. Leszczynski presented to the Board a contract extension, <br />in the form of a letter, with Conrad Associates East, 189 <br />West Madison Street, Chicago, Illinois for professional <br />services to repair and restore the above referred to <br />parking structures. Mr. Leszczynski advised that Conrad <br />Associates East is requesting an additional fee of <br />$10,000.00 so that they can continue providing services.. <br />until the completion of the repairs to both parking <br />structures. When the original proposal was approved in <br />July of 1981, it was anticipated that construction could <br />start during early 1982 and all the construction work <br />completed before the end of 1982. Because this time <br />schedule was not possible, a considerable amount of time <br />was spent for reasons which were not originally anticipated. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the above contract extension in the amount of <br />$10,000.00 was approved. <br />FILING OF RESOLUTION OF INDIANA DEPARTMENT OF <br />HIGHWAYS ESTABLISHING PREFERENTIALITY <br />Mr. Leszczynski presented to the Board a Notice of Official <br />Action of the Indiana Department of Highways indicating <br />that preferentiality shall be established at the intersection <br />of SR 23 (South Bend Avenue) and SR 23 (Eddy Street) and <br />Corby Street in the City of South Bend, St. Joseph County, <br />as follows: This intersection is signalized and in the <br />event of need for a flashing operation of the signals, <br />the signals shall flash Red to all approaches. All traffic <br />on all approaches shall Stop before entering the intersection <br />of SR 23 (South Bend Avenue), SR 23 (Eddy Street) and Corby <br />Street. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Hill and carried, the above Resolution was filed. <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - <br />JANITORIAL SERVICES. POLICE DEPARTMENT <br />In a letter to the Board, Police Chief Dan D. Thompson. <br />requested permission to advertise for receipt of sealed <br />bids for the above referred to service for the South Bend <br />Police Department at 701 West Sample Street and the three <br />substations located at 1716 South Michigan Street, 420 <br />North Frances Street and 220 West Olive Street. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above request was approved. <br />
