412 <br />OCTOBER 31, 1983 <br />REGULAR MEETING <br />The regular meeting of the Board of Public Works was convened <br />at 9:35 a.m. on Monday, October 31, 1983, by President John E. <br />Leszczynski, with Mr. Leszczynski, Mr. Richard L. Hill and Mr. <br />Joseph E. Kernan present. Also present was Assistant City <br />Attorney Carolyn V. Pfotenhauer. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and <br />carried, the minutes of the October 24, 1983 regular meeting <br />of the Board were approved. <br />PUBLIC HEARING AND APPROVAL OF FINAL ASSESSMENT ROLL NO. 2991 - <br />SOUTH BEND AVENUE SANITARY SEWER PROJECT <br />This was the date set for the public hearing for the purpose <br />of hearing and considering all remonstrances as to -the <br />amounts assessed on FinalAssessment Roll No. 2991 for the <br />above referred to project as authorized under Improvement <br />Resolution No. 3519-1983 adopted by the Board on February 7, <br />1983. The Clerk tendered proofs of publication of Notice in <br />the South Bend Tribune and the Tri.-County News which were found <br />to be sufficient. It was noted that Final Assessment Roll No. <br />2991 was filed with the Board on October 17, 1983. It was <br />further noted that the total cost of the Improvement as <br />stated on the Final Assessment Roll is $61,493.96 with <br />affected property owners being assessed a total of $30,464.50 <br />and the City of South Bend being assessed $31,029.46. There <br />being no one present to speak against the amounts assessed, <br />upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the public hearing on this matter was closed. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, Final Assessment Roll No. 2991 was approved and <br />referred to the County Treasurer's Office and the Barrett <br />Law Office for final processing. <br />OPENING OF BIDS - COMPUTER EQUIPMENT FOR THE CITY OF SOUTH BEND <br />This was the date set for receiving and opening of sealed bids <br />for the above referred to project. The Clerk tendered proofs <br />of publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. The <br />following bids were opened and publicly read: <br />WANG LABORATORIES, INC. <br />11 Elizabeth Drive <br />Chelmsford, MA <br />TOTAL AMOUNT OF BID: $97,407.00 <br />Bid was signed by Richard P. <br />Goodkin, Director, Coroprate <br />Contracts, Non -Collusion <br />Affidavit was in order and a <br />Bid Bond in the amount of <br />$4,670.35 was submitted. <br />THE DISTRIBUTORS Bid was signed by Stephen V. <br />702 South Michigan St. Raymond, Non -Collusion Affidavit <br />South Bend, Indiana was signed by Stephen V. Raymond <br />with Gregory D. Loughridge sign- <br />ing as Notary Public. In review- <br />ing the bid presented, Board <br />Attorney Carolyn V. Pfotenhauer <br />advised that the notary did not <br />use a notary seal when notarizing <br />the signature of Mr. Raymond. Mr. <br />Loughridge used a rubber stamp <br />indicating his name, that he is a <br />notary public of the State of <br />Indiana, St. Joseph County, the <br />date his commission expires and <br />that his notary was issued thru <br />Indiana Notary Association.
